ORONO, ONT. *983-5009 The Northumberland and Newcastle Board of Educat- ion has asked the Town of Newcastle to enter into an agreement with the Board of Education that would have the effect of reducing the cost of land in a sub-division for school purposes. The request was made to the Town in a letter which has been refer- red to the Planning and Development committee for a recomendtionto council. The Board has asked the Town to stipulate in an agreement with a developer of a sub-division or condomin- ium that the'developer enter into discussions with the Board of Education respect- ing lands reauired for educat- that consideration should be given to extendîng the 60 kph section northerly to the south- ern limits of Leskard at which point the Town could impose a limit of 50 kph through the hamlet. WANTS TO SELL LAND BUT TOLD COULDN'T A Mrs. Chamberlain from the Brownsville area in the former Township of Clarke addressed council on Monday stating they had been told that if they sold property formerly operated as a gaso- lîne outlet that such business could not be undertaken by the new owner. Mrs. Chamberlain said that she and ber husband had operated the service station outlet until about a year ago when the gas pumps were removed. She said they now have a purchaser for the property who wishes to again service the community with a gasoline outlet. We have been told that the property cannot now be used as a gasoline outlet. Counc. Dykstra said it sounded as if the property was zoned non-conforming. Mrs. Chamberlain pointed out that they had continued to pay business tax on the property. The matter was turned over to staff to investigate. WANTS FIVE YEAR LETTER 0F OCCUPATION Mr. Lucian Michaels ad- dressed council on Monday asking that council allow a, five year letter of occupation, to a client of his in order that mortgage money could be obtained for the purchase of property that infringed on Town property. Lt was pointed out that mortgage companies were unwilling to provide money on the basis of a year to year letter of occupation. Public Works committee had recommended that the letter of occupation be on a year to year basis. The matter has been turned over to staff to take what action they deem proper. ROAD ALLOWANCE NAMED 'STEWART ROAD' The road allowance be- tween lots 6 and 7 concession three in the former Township of Clarke has been named 'Stewart Road'. Lt was stated at the meeting by Counc. Woodyard that the naming of the road would mnake it possible t o locate. ional purposes and that any agreement be approved by the Town as well as the Board. t is also being requested that developers instaîl services to the lot line of the property. The Board is also asking that they be allowed to connect to the services with- out any charge by the developer. Fm-ther the Board is asking that the Town forgo any levy or impost of service fee_ with respect to school lands and buildings erected for educational purposes. In speaking with Mr. W.H. Carman, chairman of the Board of Education, he said such an agreement should save the Board considerable money. He pointed out that in the Peel area millions of dollars hâd been saved by the Board of education with a similar agreement. Mr. Carman pointed out that in .negotiating for a school site with a developer In a report to council on Monday prepared by the town treasurer, Klaas De- Groot it becamne evident that Wintario monies and corn- munity centres grants have flot as yet been received by the Town of Newcastle. t was pointed out that the Village of Newcastle fund rasing corn- mittee had provided $60,O0A to the Town which was to be miatched 2 for $1.00 by Wintario. To this date none of the wintario money has been received and although con- tact had been made with wintario it was flot known when the grants would be paid. The treasurer presented a revised estimate for the just north of Newcastle Vil- lage the developer was asking $5,000 an acre for land to be used for school purposes and that the site was not an ideal one. To date $611,851 had been paid on the project. The report placed the building contract at2,64 while the contract to Mir-Co was in the amount of $460,430. The report pointed out that $13,500 has been placed in the Project by the Town in financing interest on pay- ments. The treasurer did not feel that thîs would go over the estimated cost of $30,o00.
