But, being Frlday nen of principle, they also know how to sneak in deci- iy sions that, while best for the )p.m. public, are better handled out- arlo side the spotlight of publicity. In other words, most lead- ers require some semblance of privacy before they can prop- erly protect the public interest. <Force gthent f acf tofally in the open and their ahility to gov- ern wisely is impaired. And thaf brings us to the First Ministers' Co nference. If a national contest were heid to devise the least effec- tive met hod of arriving at agree- ment 'among politicians, the Flrst Ministers' Conferences would be the resuit. Once ten Premiers and one Prime Min- ister are seated before national television cameras, there can be only one resuit: political ganiesmanship. These not being the best of finies, governments of al shapes, sizes and creeds find themselves face-to-face with a commun nasty diiemma. To wit: there are no politicalyý palatable solutions to the cur- rent economic mess. Poiticians who tell the-public the com-. plete truft wiit quickly become unemployed Politicians. Beitind closed doors, most economic issues could be set- tled amicably and swiftly wif h each of the Premiers giving a little and taking a ittie. The voters expect their leaders to take on their behaif, flot Io give. With so.many restrictions placed on their actions, the Premiers could hardly be ex- pected to resch agreement at the First Ministers' Confer- ence. As II happens, these con- ferences are useful only tu show the necessity of a strongfederal government which can arrange for agreement by these varionsý opposing inteftsts. Aside front that, we're Iaying oui a lot of taxpayers' money to support conferences that are lesa effi- --cient than good old backroom dickering. Politicians are honourable men. But we must have some sympathy for their profession- al prolilenms and give them every opportunity f0 help us while they protect themnselves.
