Table Armstrong store shopping centre proposal Council members on Mon- day tabled a recommendation from the previous Planning and Development Committee concerning the Armstrong Shopping Centre proposal for the Village of Orono. The recommendation was tabled and sent back to the commit- tee for clarification. Mayor Rickard pointed out that the recommendation as outlined in the minutes of the committee meeting were in- correct. The minutes referred to a report tabled or Novem- ber 15th whereby the Shop- ping Centre was to be approved and the Armstrongs allowed to build the shopping centre on the proposed site. It was also recommended that the necessary rezoning be applied and that the Town enter into a development agreement. Mayor Rickard said the report should be the report dated November 27th in which it was recommended that the development agree- ment be negotiated between the developer and that upon this agreement being com- pleted a rezoning by-law for the use of the land as a shopping centre be passed. Couneillor- Hohhq and Cow- man said they haçi little information on the proposal and felt that matter should be clarified. The motion to table the recommendation was tab- led to the next meeting of the planning and development committee. Orono Tot Lot still under consideration The Tot Lot as proposed some time ago by the Town of Newcastle council for the Orono Estates is still under consideration and came be- fore the Social Services committee on Monday night. Mr. Bud-Fanning, director of Social Services, said he had not received total co-op- eration from some other departments and that the matter had not as yet been completed. He also said the Town very rarily purchases playground equipment and asked where the money was coming from for the Tot Lot. After some discussion it was moved that the Town Manager prepare a report co-ordinating all departments as to the Tot Lot and have the report available for the fin- ance committee. It was pointed out by Mayor Rickard that the Town had paid $15,000 for property in the sub-division including the (Continued page 2) Orono Weekly Times, Wednesday, December 20th, 1978 Opposed to Skinner Spring MustShnd water piped to Orono for Sund A recommendation from the previous planning and development committee that the Region study the possibil- ity of diverting Skinner Spring waters to Orono and Hampton rather than being used in Bowmanville was opposed by Counc. Hobbs at Monday's council meeting. Counc. Hobbs said the water from the springs had been used in Bowmanville for the past 65 years and was an ideal back-up supply for the Town. He said the welfare of the people in Bowmanville should not be jeopardized by diverting this supply of water which amounted to 235,000 gallons per day. Mayor Rickard pointed out that the new supply of lake water to Bowmanville would be more than adequate and that a looped system would ensure that all had a constant supply. He also said it was the intention to use the Skinner Springs water for a high-class development north of Bow- manville. Counc. Prout said all coun- cil was requesting was a study by the region and before any action was taken it would come back to council. A motion to delete the feasibility study to use Skin- ner Spring water in Orono and Hampton was defeated by council. A motion then passed that Counc. Hobbs be invol- ved in the study at the Regional level. It was pointed out that although Counc. Hobbs would be so involved that the matter would come back to Town of Newcastle council for their consider- ation.
