Nine young skaters from the Oreno Figure Skating Club will be competing in the Pineridge lnterclub Competi- tions being hosted by the Ajax Figure Skatinig Club this Saturday, February 2th. Hamre, Regionai councillor in Ward 3 for the Town of Newcastle, conclud- ed an address te the Newcas- tic Lions Club last week with the comment that Regional council did werk in the in- terest of its citizens, but can and needs te work better. She said imprevement lies in a responsibility with everyone that lives in Durham Region. Counc. Hamre was elected Regional Councillor in Ward 3 acting both on the Town of Newcastle council and on Regional counicil for the twe year term of 1981 and 1982. In her address Counc. Hamre outlined the reasons taken by the Province of On- tarie in forming the Region of Durham. She pointed eut that one of the prime reasons was te return some govern- ment control dloser te the taxpayer. It was aIse con- sidered that the Regional system would allew for a bet- ter level of service on a cost- sharing basis between the larger and smaller municipalities. In outlining sorne of the problems in the Regional system of gevernment Hamre said there was some difficulty in council members really knowing the people and characteristics ef ail areas of the Region. She said Regional Government dees create another level of government and in the case of Durham Region with a heavy urban vote. Counc. Hainre said there was a tendancy for the pro- vincial gevernment te return somle levels of service from the province te the Region and thus dloser te the tax- payers but as well in such moves dumps the cost ef these services on the local citizens. The speaker pointed eut that Gary Herrema, Regienal Chairman, had spoken at the Newcastle Liens Club annual meeting pointing eut other problems. He had stated that the province had provided considerable start-up monies Hatmre for the Region and it looked like a lot of mone>' te be spent. "You need a scwage treatmcnt plant, I need a road, you vote for me and L'i vote for your needs. t was aise peinted eut that the pro- vince did encourage develop- ment for "Go-East" growth with interest free boans. Hamre said the Region joined the credit card seciety te be prepared for the grewth that neyer came. Herrema aise said there was a tendancy te trust in the "expert" and te forget about cemmen sense. Hamre said she personally feit there had and has beer' errors mnade in Social and Health services. "As a society we have an obligation te one another and te assist those that cannet manage alone," she said. She said she was concerned that as a govern- ment the focus went te the urban areas with a layering of services aiong with duplica- tion and waste. "We tend te forget and ignore the needs ef the quiet country folk," she said. "Although we have pro- blems with Regional Govern- ment we must be fair and look at the benefits,- she said. She said she had mcn- tioned problemns in Sociai and Health Services but it must be remembered that the Region has considerable impact with the province and negetiations are cp ntinuing with the pro- vince reducing, charges ef such services te Regional tax- payers. I-amre pointed eut that the cost of shariag fer water, sewage treatment plants and waste disposai was a definite benefit te those provided this service is in the Town of Newcastle. She said the cost of such services were horren- dous and tee great for smail municipalities alone. She stated that the Region locked after the heavier cost services such as Regional roads which carry heavier traffic and must pro- vide a higher level of service. Hamre states that if Regional government was disbanded ail these costs would return to the local municipalities and it would be just tee much to carry. "We cannot compare to-day with ten to fifteen years ago," she saîd. Inflation has mounted cests and level of service has increased, it was pointed out. She spoke of week- ly going through a foot-high pile of agendas, mail, infor- mation and letters which is a requirement in being fully aware of what is happening and what is ceming before council. She said as a Regional Councillor she had te bc aware of al happenings at ail levels of gevernment because it did have an impact on the local area. Decisions, she said, must be made in the interest of the majority nor just for the short termn but for years te come. Counc. Hamre said regional government had the responsibility for the expen- diture of $98,000,000.00.
