More recently the president of Ontario Hydro made the announicement that the pro- ject when completed would cost an estimated $10 billion plus $4 billion interest charges during construction. Burnett states something is wrong and the amount of money now being stated was enough to save the province of Ontario. The Darlington plant is ex- pected to begin operation in, the late 1980s. Mike Breaugh,. Oshawa M.P.P. also said 'there is cause for a government in- quiry however he doubted that such would happen until officiai estimates for the cost were brought before the On- tario legisiature. The Ontario Municipal Electric Association also is concerned with the increasing costs of hydro and the pro- posed rate increase of an average 14 percent for 1983. The Association, in outlining a package of changes and recommendations, states that the increase could be held te seven percent rather than the Hydro proposed 14 percent. The O.M.E.A. believes that the time has corne for On- tario Hydro to "tighten its belt" and assume its respon- sibility to take any and every reasonable step to limit rate increases. The O.M.E.A. also recom- mends that the Ontario Energy Board put an end to Ontario Hydro's 'unrelenting growth in administrative costs and notes that Ontario Hydro is planning to expand Operations, Maintenfance and Administrative costs by $238 Million or 38 percent in just over two years by passing on inflation and continuing to add new staff. The O.M.E.A.- recom- mends a fifty percent cut of $50 million in operation, maintenance and administra- tion and a freeze on the cor- poration's capital programs not already approved.
