8, Orono Weekly Times, Wedînesday, November 3, 1982 And the Bro wnies were ail dressed for Halo we en The Orono Brownie Pack to have a party Iast week at Orono Public School. And that is what it was. too advantage of Hallowe'en their regular meeting in the In one of my earier col- umns, 1 spoke about family violence and the public hear- ings on this issue which were conducted by the Legisiature' Standing Comnmittee on. Social Deveîopmenit during the summer. A draft report based on this public input has now been prepared and while the recommendation put forward have yet to) receive the ap- proval of the commnittee, I wouldlike to discuss some of the proposais. SAs 1 mentioned before, family violence until recetlly has been considered a private and personal mnatter betwAeen àman and a womnan. Conse- quently, the police have been disinclined to lay charges, leaving that option to the vic- timt to pursue. Since it is niow felt that wife battering is not so uch a social problemn as a crime, the reportý which the committee, and ultimately, the legislature will be con- sidering, recornmends that the Solicitor General through the Ontario Police Commis- sion should encourage municipal and provincial police forces to lay charges regularly in wife and husband assault cases. Family violence is a serious and recurrent problem and yet our police officers have relatively little training in this area. Consequently, the report recommiends that training be upgraded for ahl officers ,0 that they have understanding of the victimi's needs and the characteristics of thie batterer. It is feit that officers should be able to give v,,ictims accurate information "Guys And Dol/s" Marlon Brando, Frank Sinatra and Jean Simmons star n GUYS AN D DOLLS, a musical comedy with romantic highlights to be telecast oh the Global Television Network on Wed., Nov. 10, begînning at 12:ý00 idnight. In keeping with the need to treat family violence as a serious crime rather than an embarrassing private matter, the report recommends changes in the response by the judicial systemn. A womnan who decides to lay assault charges against hier hiusband must describe the facts first to a Justice of the Peace. it has been the practice for- JPs to encourage thle wm"0an to go away and thînk about the matter for a few days. ltlis believed that once she "cools off" she w'ill corne to her senses and reconcile wýith her partner. If a womnan perserv eres and pursuses the laying of charges she usually does not hiave a lawyer representing ler in court other than tlie Crown attorney. It hias been the practice for these officers on the day of the t rial, gýiving the woman little timne to provide sufficient evidence to support her charges. Also, the womnan is often unfamiliar with courtroomn procedures and the sentenc- ing process. As a result of al these g-aps in our judicial systern,, when it cones to deal- ing equitably with the victimis of family violence, the report recommends anong other things that a longer period of consultation between the Crown Attorney and the vic- tirn be required. A further problem is no agreement yet as- to which court is the most appropriate one to deal with domestic abuse - the' Family Division or the Criminal Division of the Provincial Court systemn. As you can see this is a complex issue with a great deal more deliberation re- quired before a final report is prepared. 1 will keep you in- formed of our decisions in this regard. By the way, to keep my constitutients up to date, I have been pressuring the Minister of Consumer and Comrnercial Relations about the necessity of having a rent review office in Oshawa. Finally, good luck to those prospective candidates seek- ing political office in the November 8th municipal electiof1s.
