Gary Herrema, Regional Chairman, says because of provincial restraint guidelines, the Region of Durham could be iu debt up to $1.4 million in 1983. Herrema, in a confidential report to regional coun- cillors, states thjat Durhamn's cconomic status is changing ouwy. In the report Herrema points out that Durham region is to inecase taxes and water bills to a stated 5 per- cenit. Herrema comm-iented he does not know how the region can meet the guidelines because of the On- t ario government adding fur- ther cost through provincially controlled, programs. A recent announcement of increases of welfar e payments will mean an extra $1 million added to Durham's bill in 1983, not $500,000 as was first stated in an earlier report. Along with extra health programs and an unemploymnent insurance in- crease ani additional $410,00M will be added. Herremna has been alligated, by somne Oshawa ci- ty alderman, that he had sent out the 'confidential report to emnbarrass his opponçnt, John Aker, who is also runn- ingfor regional chairman.
