The Town of Newcastle council recently gave ap- proval to a report from the Director of Public Works, Ron Dupuis, concerning a report of the Flood Plain Review Committee on Flood Plain management in the Province of Ontario. In August of 1983, Provin- cial Flood Plain Review com- mittee held numerous meetings across the province concerning flood plain management and following the public meetings cam forth with a number of proposals which were submitted to the Minister af Natural Resources. The Minister is now seeking comments from interested parties as to the Review committee recom- mendation. The Town's position in some cases supports the Review committee proposals but bas major difficulties with others. The Town of Newcastle submission to the Minister states that although the pre- sent systen operated through the Conservation Authorites is creatinig hardships for municipalities the recommen- dations of the Review Com- mittee may merely create a new set of problems. The Town calls upon the Minister for a further review and modification of the Conser- vation Authority Act to make it more sensitive and respon- sive to local planning. The Town does support the lowering of the Designated Flood plan to the 100 year storm but notes this will re- quire new flood plain mapp- ing. The Town states the Pro- vince'must address who will be responsible for this cost and the Town states in no way does it want the cost shifted to the municipality. The Review committee has recommended that all development be allowed within the flood plain subject to certain controls. The Town state they are opposed to this recommendation due to the fact that it is arbitrary and that such a provision is a (Continued page 2) Ministry reports on Ganaraska operation The Ganaraska Region Conservation Authority has formed it's second Task Force this year with the first meeting of the new Task Force to be held this morn- ing, Wednesday, August Ist. The Authority at a meeting last Thursday gave approval of the Task Force which ap- proval followed the receipt of a report from the Conserva- tion Branch of the Ministry of Natural Resources. The Ministry report con- tained findings and recom- mendations which were developed by the Ministry from an operational audit carried out by members of the Ministry. The Ministry presented their 45 page report last Thursday afternoon to the Authority executive and to the full Authority member- ship on Thursday evening. In speaking with Mrs. Pauline Storks, vice- chairman of the Authority, she said the Authority was to complete its study of the recommendations and have a report back to the Ministry by the end of August. She also said the Ministry will be carrying out another audit later this year. It is considered a financial audit will also be undertaken both by the Authority auditors and the Ministry auditors. Mrs. Stork said the Authority had asked the Ministry to carry out the in- depth study of the authority operation. She also said there had been a lack of reporting to the Ministry and that in some cases reports were months late in reaching the Ministry. The Task Force is made up of Gary Houston, chairman, Pauline Storks, vice chair- man, Polly Edwards, chair- man of finance, Marilyn McHolm and Diane Hamre. ARMSTRONG IGA ROBBERY Monday morning, a robbery was staged at the local IGA store. The estimated time of the robbery was anywhere bet- ween 6:45 a.m. and 7:45 a.m. The thieves gained access to the building by smashing in the front door. The safe was wheeled out but it appears nothing else was taken. Police have no clues as to the identity of the robber at the present time but are con- tinuing their investigation. MOVING TO NEW LOCATION AUGUST 16th The Apple Blossom shop now located on the east side of the business section in Orono is moving to their new loca- tion on te west side on Thursday, August l6th. Many specials are being offered on the occasion of the official opening. The work crew of the Town of Newcastle Com- munity Service department are completing a program of streambank stabilization at the Orono Park. Old slabs of sidewalk con- rete are being removed and replaced with rubble stone and in places gabion baskets of stone.
