Ney purchased the proper- ty in 1968 when it, along with the New Dutch, Oven Restaurant, was zoned to highway commercial by the Council of the former Township of Clarke the same year. Ney was not notified in 1976, when the property was designated "Permanent Agricultural ýReserve" with the adoption of the Durham Regional Officiai Plan. SThe intent of the officiai plan policies with respect to the establishment of new commercial uses is to direct sucis uses to urban areas and hamlets on the basis thatsuch policies discourage the establishment of urban uses in rural areas. This would protect the rural land base from further erosion. Staff recommended that thse establishsment of new comn- mercial uses outside of urban areas or on controlled access highways is not in accordance with good planning practice. Councillor Hamnre rejected thse recommendation made by staff an4 supported Ney's proposcd plan. "I'm afraid 1 can't support staff's recommendation," Hamre said, "I would be one angry lady if zoning on my prope-rty was ch anged withiout notification". Mayor ickard also ob- jected to the current zoining -I've ooked a t theland and 1 wouildn't farmf it if you gave it to me," Rickard said, adding, "I don't know who would want to build a house on the property. 1 cannot support agricultural or residential use of the proper- tye". Puiblic disapproval to the Ministry of Transportation and Communications (M.T,C.) plan to reconstruct the 1Cobbledick/Sta- tion/Rowe Street intersection at Highway 35/115 in Orono has led the Town of Newcas- tle to retain the present in- tersection at its present loca- tion. A public forum held May 15, 1985 in the Orono Town Hall by the M.T.C. îndicated that 87.5% 'of those who at- tended preferred to leave the intersection in its present state with the Highway, 35/115 widening requiring only minor radius im- provements. The alternative scheme of- fered by the M.T.C. would be to redesign the intersec- tion, closing off a connection of Rowe and Station Streets 'to Cobbledick Street, thereby removing a di rect access from Highway 35/115 to the fair grounds and creating out-of- way traviel. Residents of the area ob- jecting to this proposaI and additinal out-of-way travel and inconvenience as reason for disapproval.
