Counc. Hamre was first to object to the five percent figure and said 5 percent was old hat and pointed out that this was above the rate of in- flation, She also noted that the Town had been register- ing an increase in building and with this additional assessment there was not need to go beyond a three percent increase. Counc. Hamre moved that the'increase be dropped to a limit of three percent instead of the proposed five percent. The motion was not sup- ported by a seconder and did not reach discussion. Counc. Hobbs tried his hand with a zero budget in- crease but here againhis mo- tion was not supported by a seconder. Mayor Rickard said he had estimated the growth in the Town to be ten percentthis year, 1985, and moved that the Town stay within this in- crease. His proposai was similiar to that of Councillor Hobbs but did not gain the support of the majority of counicil members. It was pointed out by the treasurer'that to stay within the rate of growth was in ef- fect a zero budget. The original recommenda- tion from the Town Manager of five percent was also defeated. Counc. Hubbard then pro- posed the guidelines recognize aIl previous refer- rais by council and as well projections which staff felt should be considered. She said we should know what we are facing. Her motion did not receive a seconder.
