E1htor Just the beginning The apparent successful conclusion of the Meech Lake talks is by no means the end of debate over reform of the con- stitution. Whether it is passed by Newfoundland matters little for there is an appetite for constitutional reform amongst all leaders at the provincial level of government. The passing of the Accord will not satisfy Quebec and leaders from that province have made it known for the past three years. It is a step in what Quebec sees as a complete overhaul of the Constitution. This reform in one way and another has been going on for decades even without Meech. It was in the Lester Pearson period and the development of the Canada Pension Plan. Quebec sought and obtained the right to establish their own Quebec Pension Plan, a move that has served Quebec well with a source of funding, properly used, along with their enter- preneural skills to develop expanding commerce for their people and province. At the same time the other provinces joined in with the Canadian plan with the approval to pass over IOUs to the federal government for loans from that particular fund - a fund now in trouble. The repatriation of the Constitution during the Trudeau era and the resulting agreement in 1982 was another step in reform even without the signature of Quebec. But it's not all Quebec. Alberta, Don Getty, is possessed with Senate reform, a means for added power for his province. He along with other premiers had agreed to senate appointments by the federal government from a list of nominees from the provinces. This was three years ago. Getty put the selection to a vote in his province which was contrary to the agreement. However at the most recent Hull bargaining sessions Getty got approval from the Prime Minister to appoint the elected person to the senate. Mulroney had scoff- ed at the idea and has taken more than six months before being forced through trade-offs to make the appointment. Now British Columbia, Vanderzam, is suggesting the same process for his province - an elected senator from B.C. Whether Mulroney likes it or not he is losing control or at least the federal government is losing control. It's a step towards a Triple E senate without previous agreement as to the process within the constitution. Even without change in the structure or power of the senate those elected rather than appointed will see their power in decision-making increasing or will consider it tÔ be so. Some order has to be established to the process and cer- tainly by all means the people of this nation must have greater input into the process and the final outcome. The recent debate in Hull was a disaster and an affront to Canadians. The only ones to enjoy the process (even if they said they didn't) was the eleven wooden soldier who paraded before the microphone each night for comment of the day's progress. If we are to have change and we believe it is inevidable the process has to be improved - the end result has to be known. Ironically we are today after 123 years of co-existance from sea to sea in a turmoil no different than that tking place in the Soviet Union with Lithuainia and Russia., Orono a Small Urban area The recent meeting in Orono discussing the Secondary Hamlet Plan was well attended and as stated by Frank Stapleton a good meeting. The general attitude certainly ,appeared to be a call for additional development of the Village with the need for a better water supply and the need for sewage facilities. The Town is following the thought of the meeting with the suggestion that Orono become a Small Urban area. It will take time and will cost money. The Region of Durham will play the major roll in such a move having to supply water and sewers. This matter is being brought before the Region by the Town in the hope that with some sewage expansion now being considered for Newcastle Village it may e possible to consider the effect of a need in Orono for connection. The cost would be born by residents in Orono, the Region to a degree and the province, providing of course a need is noted through a study now underway. The designation of Orono as a Small Urban area would rule over the present study. It will require Orono having sufficient raw land for development for such a plan to be economic for all parties and it is in this over the next few years that the Town and Region will ae to show some courage in protecting. Plans for Orono have been a long time coming and it is still some time down the road. Kendal News Kendal looked like a busy little place on Saturday, with yard sales, a ball tournament going on at the school grounds. It was a beautiful day, a little breezy, but at least it wasn't raining. On Sunday, it was dull in the morning, I didn't attend Church as we were taking part in a Church Parade in Tyrone, but in the afternoon I attended the first annual C.A.P. picnic, this is a Sun- day School and Congregational pic- nic of all 3 Churches in the Newton- ville Charge. By the time I arrived, lunch was over and the games were about to begin. First was a Scavenger Hunt, this was made up of teams, 1st prize was won by Elaine Cathcart and Jody and Jeremy Peddar, 2nd Debbie Peddar and her daughter Shauna, 3rd Em- ma, Judy and Laura Spencer. Next came a race for the children four and under. Each child was a winner and all received ribbons and prizes. Then came the balloon race, the ob- ject of this race was to run to the marker then sit on the balloon and break it. The five to seven year olds took part. First place Issac Ran- som, 2nd Shauna Peddar, 3rd Tom- my Lucas. The seven to nine year olds then took part in the sack race, the girls out did the boys in this event. First Laura Spencer, 2nd Cor- inne Teal, 3rd Blair Barton, next came the 10-12 age group in the sack race. First Lyndsey Pitt, 2nd Craig Barton, 3rd Jeremy Arm- strong. Then the fun really began, the thirteen and over tried their skill Kendal Hall News The men of Kendal L.O.L. 405, met on Wednesday evening the 6th, when they received a new member into their Lodge. On Saturday, June 9th, the Ken- dal L.O.L. Fife and Drum Band took part in the Tyrone Spirit Day Parade. On Sunday, June 10th, the Band led the Tyrone Church Parade. Men from L.O.L. 405 and Ladies from Kendal Hills L.O.B.A. 1420 also took part in the Parade and attend- ed the Service in Tyrone United Church. The Sermon of Rev. Bonnie Kelly was based on the fact that this was the Sunday of the Trinity, and that we are celebrating the 65th Anniver- sary of the United Church of Canada. The choir sang a lively Gospel song, that was enjoyed by all. Following the Service, the Con- gregation and the Lodge members, were invited to the Tyrone Orange Community Hall for lunch. Next Sunday the Kendal Lodges will be holding their annual Church Service and Parade in Kendal. Remember Ladies our meeting night is this coming Thursday, when we will be finalizing plans for the lunch that we will be serving on Parade day Saturday, July 7th. Watch the next news for the Parade route, and the time of the Parade. We were sorry to learn that Sis. Dolly Paton, fell this week but we are glad to hear that she didn't suf- fer any broken bones, and hope she. will continue on the mend. by P. Lowery there were several spills, some jumped right out of their sack but the winners were, lst Art Lucas, 2nd Chad Switzer, and Debbie Ped- dar came in 3rd, beating Bryan Ransom by half a jump. The next event was the ever popular water balloon toss, what an opportunity to soak someone. They started out with at least 20 teams and 1 by 1 the balloons burst down to the final last 3 teams, the winning pair were the father and son team of Brian and Lael Ransom, 2nd the twins Shauna and Jeremy Peddar and 3rd Judy Spencer and Jane Melhush. The wheel barrow race was next, now the idea is for one to act as a wheel-barrow and the other to steer it to the finish line, not pick up the barrow and run with it. First place went to Craig Barton and Jeremy Armstrong, 2nd Elaine Cathcart and Jody Peddar, 3rd Allan Baker and Shannon Armstrong. Following the races, a ball game was held between Newtonville and Kendal, almost ail the positions on the field were covered by a child and an adult, some of those youngsters could give their seniors a few pointers, but as a watcher, it was more fun to watch than a Blue- jay game and at times more ex- citing. The game ended in a tie score, we will have to wait until next year to see which is the better team. Elaine Cathcart won the jar full of suckers by guessing the correct number the jar held. The children were then treated to a candy toss. Roberta Ransom thanked Joyce Boudreau for allow- ing them to use their place for the picnic, it certainly was a beautiful spot, surrounded by trees and hills, a park could not have been any bet- ter. The rain threatened several times at the last of the ball game, but it held off and as everyone was driving away, down it came. Well it was a very pleasant day and I for one hope it is the start of an annual event, one where ail 3 congregations get together, the young and the older, and enjoy a time of fun and laughter. If you missed it this year, set aside the time for next year, you won't be sorry.
