In a letter 10 council, Manin said the existence of a lSth century proclamation from King Henry V allowing cats to rua free throughout ail time could not be confirmed. The rumnored regal proclamation bas been standing in the way of anti-littering bylaw proposed by the town which may prohibit animais. including cats, from running at large and depositing their droppings on public and private property. Mann's letter said that even if King Henry did make his proclamation about cats, it could be amended by either the federal or the, provincial govemnment under the 1867 Constitution Acts. The new bylaw would mean cats must stay on their owner's property or be controlled on a leash.
