Subscription $14.00. per annum The bld continues for Orono There has been mucb concemr expressed by many people in the Village of Orono that there is a dire need for a sewage systemn to correct pollution tbat could well affect the healtb and well being of those living in tbe community. To this end a local group bas been seeking input m tb e revaniping of tbe Regional Off-icial plan tbat Orono be designated as a Small Urban area with the expressed hope that such a designation could make way for a municipal sewer systemn. A recent consultants report outlines a number of hot areas in the Village including areas in the Orono Estates, the soutb-east corner of the Village, downtown area and otbers. The report points to surface raw sewage and makes note that tbe survey as taken diiring tbe dry period of the year. "Wbat bappens in tbe wet season?" ask niany. Wayne King, as recently as Tuesday morning made a presentation to the Region of Durham planning committee, outlining tbe dire need. H1e makes comment that be felt the information was received by tbe committee and tbat tbey are certainly aware of the conditions. King also points out that il was revealed that Durhamn bas somte fifty centres facing sinillar problems but that Orono was near the top of the list. The problem, of course, is money, and just wbere sucb is generated. Its an issue tbat only perseverance will resolve but Orono is left bebind witbout the needs of to-day. As stated by Dr. McKenzie, in a letter supporting tbe local group - "it is a matter of mucb regret tbat our banilet in wbicb we take so mucb pride should be deprived of a service so basic to is bealth amd welfare." More constitutional involvement The constitutional debate bas finally broughit others than tbose fromn Quebec sbowing interest. The numerous commissions touring tbe country, both federally mnd provincially bas opened up tbe debate to a wider viewpoint on just what direction Canada sbould take or , at least, wbat avenue sbould be followed to make change, if indeed change is needed. There is now a certainty that tbe issue of developing a new constitution for hie future sbould not be left to the politicians. Many bave called for a Constituent Assembly form of committee in which ail political parties would be represented as well as a similar number of reps fromn academics, groups and even to interest groups. This committee would not bave power to finalize debate but would present viewpoints, aalternatives and suggestions'to the elected, who, in the final analysis would make the decision. A referendum is also a possibility. If the debate continues as it bas over tbe past few weeks some good sound viewpoints should come forth and bave already to tbis point. Mfter all, al Canadians, sbould bc involved and tbere sbould be no directive as was intended for Meech Lake. It is far too early to succumb to specifics or 10 be taken in mny one direction. Information is not yet in abundance mnd comm-ittees still bave to report their fimdings. Listening to th senate committee on the constitution held i Yellow Kniife it was of interest to bear aboriginal preseTtations. These people must be beard and must be part of the process. Self- govemnment and land caims were forefront for these delegates and as one on the conimittee stated, "You want the same as QLaebec". The answer was "Yes. mhis brings up a most interesting scenario where tbe native people may well a legitimate claims to wbat was formerly Prince Rupert Lands in nortb Quebec and not until 1912 turned over 10 the province. It may be one of tbe saviours tbat could well keep Quebec within the federaion. One more view in that there should be no one-on-one agreement witb the federal governiment. It must be a Canadian constitution. Council Brief's Michael Hackenberger of the Bowmmnville Zoo made reference to a recent meeting ai whicbi counicil had ruled out proceeding with plans involving tbe reconstruction of Highway 2 mnd Mearns Avenue in the area of the Bowmmnville Zoo. Hackenberger said they bad not been made aware of the report that was brougbt before council mndlie questioned the sequence of events as outlined for council. Hackenberger said they were not opposed to the reconstruction plan but did want to, bc protected against adverse effeci the construction may have on their animais. H1e said if a fence would be erected along the highway there was agreement. H1e aiso spoke of the purchase of land from the Zoo property in which the Town had estimated 10 be wortb $5,000 10 $ 10,000. Hackenberger sugges[ed that the developers for such a square footage would bc paying $67,000. He also, spoke of major impacts 10 the Zoo from development in the area. The issue wbich bas been on- going was tumned over 10 the Town solicitor for advice. A new organisation ini the Town of Newcastle, Courtice For Clean Air, bas informed council through correspondence that they are opposed to the proposai by RFI to undertake the development of a Biomedical Waste Incineration plant. t is noted tbat some 22 tonnes, half of the waste created in Ontario, would be handled ai the incinerator. The letter'also notes the lack of water and sewers which tbey state is neoessary. Canada Post bas organized a meeting 10 be held in Newtonville on April 3rd. t is the intent of Canada Post to close the Newtonville Post Office. In correspondence from the Ontario Motor Coacb Association wbich is working with the Province of Ontario to provide commuter serivice between areas of Peterborough, Port Perry, Oshawa and Whitby. The province bas devised this system using the private sector bus compaflies 10 provide commuter service ratber thbm establishing a GO service on the former Toronto to Peterboroughb mn. The Motor Coacb Association president informs council there is to bc four routes instead of the former one route line of VIA rail. It is also noted there will be forty round trips a day raiber thbm the former VIA one and the cost is 10 be a fraction of the cost of providing train service. The proposed bus commuter services is being subsidized by the province. Those who bave sougbî to bave GO run along the existing rail line are objecting mnd stating that the service will not be used. Tbe Town is informed by tbe Ministry of the Environment. that elevation have been checked at Laidlaw landfill site of the south mound and that it has been found that there is three metres of capacity remaining due to settling of the waste since the mound closing in 1985. With seven truck loads a day it is expected the site cmn remain open until August of 1991. The north mound bas reacbed capacity. An amendment to a former resolution of the general purpose committee in whicb the Town bad reiterated ils position to have Orono designated as a Small Urban Area and tbe Region be requested to provide ful, municipal service to this area was passed afier being presented by Courtcs. Hamnre mnd Stapleton. The amendment deletes tbe the portion of the resolution in wbicb it called for tbe implementation of full municipal services to the area. Courtc.
