BF[Medical Waste'ins nraao fces manv environmental concerns Rrowning-Ferris Industries' application for rezoning of lands in the Courtice Industrial area came before mhe Newcastle comimittee in mhe form of a public meeting on Monday. A number spoke in opposition to mhe proposal to establish a Medical Waste Storage and Incineration facility in mhe Courtice area. Susan Eliston stated that suclia facility was not needed as other avenues were open for the disposing of medical waste as now used at Memorial Hospital in Rowmanville. She spoke of Astoplating as a suitable procedure that should replace incineration. Elston noted the number of waste areas already in the Town of Newcastle and certainly more were not wanted. She said she feared that waste would eventually be brouglit in from mhe United States over which no one would have control. Elston referred to 20 tonnes a week coming into mhe site i ordinary 5- ton trucks. A representative of die Clean Air Association of Courtice said the proposal was not in mhe best interest of Courtice nor did it fit in wim mte planning of the conimunity. A number of objections were also made related to the environment and mhe RFI proposai. "Nothing burns 100 percent dlean," it was stated and as well pointed out mhat residential areas were close by. "Our community is trying to establish an identity, we don't want mhe operation," it was said. Hurbert Rourque, speaking on behaif of RFI said it was mhe intent to only service Ontario hospitals at mhe proposed plant. He said there are periods of shut-downs and under such instances it would be possible that waste could be taken to one of RFI operations in tme U.S. and mhat mhe same could happen Ù, reverse from a U.S. operation to one in Ontario. Rourque said hazardous ash would be taken to one Of tmeir own landfill sites with the nearest being ini Chatham., Both Councs. Hannah and Hamre questioried Bourque on omher centres mhat had turned down a similar BFI proposal. Rourque said there were possibly a haîf dozen) centres that had said no to the proposal. Counc. Hanire said mhat Wbitby had refused to support an application fortmeir Town. The Town comimittee did call upon the Region of Durhamn to hire technical consultants to review mhe RFI Environmefltal Assessmient documnents and that Town staff be allowed to participate in discussions wimh the co.nultnts. Further updates will follow as mhe project progresses. 407 Property Purchase plan offered by Province for 407 highway mhat passes across mhe top of Toronto and joins at mhe intersection of highways 115/35 was outlined on Monday to the members of the council of the Town of Newcastle. In making the presentation representatives of mhe Ministry of Transportation said the route runs soumh of prime agricultural land in the most part, south of the Oak Ridges Moraine and is just north of development in the southern portions of the numerous municipalities. As to timing it was stated that in mhe year 2001 the Ministry will be ini a position to call tenders for the section of 407 that lies west of Markham. No s.pecific timing was set for the portion of 407 east of Markham but it may well be 20 years or more before it reaches the 115/35 intersection at Enterprise. The representatives pointed out that the present mapping of the route is a technîcally preferred route and the final decision in mhe Town of Newcastle area, and for other municipalities, will flot be determined until after public mhe varlous municipalities. .They also spoke of mhe process of Environmental Assessment mhat would be undertaken but mhey did feel that mhe route was such as to limit envîronmental damtage. t was stated mhat mhere was a major restraint in the- Enniskillen area in Newcastle and had been some problems with the varîous hamlets and strip development areas in tme Town. 1It was also pointed out that crossing of streams and valleys are to be undertaken at 90 degrees. t was stated mhat 115 highway will ult imately become an eight- lane highway with the connection of 407. The representatives outlined an Advanced Property Purchase plan stating mhat normally the Ministry will purchase lands two to mhree years in advance of construction.
