Lordy Look Who's Forty Present opposition to, Kennedy House facility A Youth Detention Facility application at the Town of Newcastle came before a public meeting on Monday and for the first part of the meeting was denounced by area residents. The proposal called Kennedy House replaces a similar facility now operating in Ajax and would house 20 to 24 youtbs age 12 to 15 years. The facility is proposed for a fifty acre parcel of land east of Rundle Road and a mile nortb of Nash Road in the former Township of Darlington. Tbe land is mainly designated environinentally sensitive with the exception of some land that is now farmed. Cecil Williams, one of the area residents, said be represented a number wbo were opposed to the scbeme noting that the area did contain considerable wetlands and mhat sucb a development would ho mucb better off in a urban area wbere mhere was7 water and s'ewers. Jane Pepino, speaking on behaf of the applicant gave a detailed outline of tbe facility stating that Kennedy House Inc. wanted to replace a collection of old buildings in Ajax witb tbe new facility and could do so at a cost less that renovation of tbe existing. She said the Kennedy House is a non-profit organization wbich bas operated for 20 years witb 6 facilities and under the guidelines of the Child and Famnily Services Pepino said it was indeed a secure facility and residents stay ranges from a day to two years. Highway 115 and 401 figures in tbe choice of site in Darlington due to travelling time within an area to Pickering-Ajax in the west, Brighton in the E-ast and Lindsay- Peterborough in the nortb.,' Pepino said the front 25 acres would be used for the building, an area on now which corn is being grown. The area would be fenced to meet the conditions of a maximum security facility. Pepino presenit increased traffic figures up to 40 a day and spoke of a number of studies that have noted that such development do not reduce value of adjacent properties. in suming up Pepino said it is a regional facility serving teenagers who have links and roots in the area. She said Kennedy House would meet the highest standards and ihere was need for councils support. Over a period of three years, cross-border syopping is costing mhe jobs of 14,000 Ontarians and imposing furthler bhardships on their familie§ -in a time of recession.
