Top management of MNR is reviewing the organizational structure of all provincial tree nurseries. They will submit a new proposal to the government in the next seven to ten days. After meeting with Mr. Christian on Thursday, October 17, the employees of the Orono Nursery were left with the impression that the bareroot seedling production at Orono will still be scheduled for closure in the second proposal. Contributing to this impression is the cancellation of an anti-recession project at the nursery (the installation of a 1.2 million dollar irrigation system). The project would have injected much needed monies into the local economy and supplied some 400 person/weeks of employment. The continued operation of the greenhouse facility at the Orono Nursery enables MNR management to state that they are not closing the whole nursery. Winters to have his day in court over registering by fax document The validity of the John Winters battle to become a Newcastle Mayoralty candidate goes to General Division Court, in Whitby, on Thursday, October 24th at 10:00 p.m. according to Winters at noon on Tuesday. He said they would be trying for a speedy decision on the merits of his application to continue as a candidate. Winters is being represented by Shan Jain. Winters states that his lawyer feels they have a good case and that once an nomination has been received that it cannot be rejected. Winters views that Patti Barrie, clerk of the Town of Newcastle, had dated the registration form, signed it and that his name had been posted as a candidate. He also contends that there has been interference. Last Tuesday the clerk of the municipality had rejected the registration form from Winters that had been faxed from Florida. Ms. Barrie did so after consultation with Happenings .. . John Winters, a Bowmanville chartered accountant who was mayor of the Town from 1985 to 988 has said he has done everything that was asked of him in order to get his name on the ballot for the November 12th election. Winters points to the fact that Fax documents are routinely used in other businesses that his should be accepted in this instance. Region looking at cut-backs Anticipating a cut back on provincial funding to municipalities Durham Region is embarking on a cost cutting program. The chairmen and vice-chairmen of the various committees will be presenting to council various ways in which cut-backs may be made. According to Gary Herrema, chairman of the Region, the first approach is to be presented to the next meeting of council. The recommendation will be made not to fill three vacant positions with the health department. Herrema is advocating further belt tightening measures including no hiring for existing vacant positions nor the opening of new positions and a cut in advertising and the use of consultants. Herrema said the region may have to take a scrious look at their road programs. The Region has reccived a letter from the Minister of Municipal Affairs, Dave Cook, in which he (Continued to page 14) Name referendum said confusing for voters If the municipal name of Town of Newcastle has been confusing over the years for some (The Bowmanville Booster) it is now becoming apparent that the referendum on the issue is also confusing. At the all-candidate meetings held in Wilmot Creek, Sunday, and a similar event in the Village of Newcastle, Monday local ratepayers were expressing confusion and asking how they should vote. It seemed apparent, from audience reaction, at both meetings that there is a desire to keep the name Town of Newcastle, "but how do we vote?' is being asked. Candidates on Monday were asked how they would vote on the issue? Hamre for mayor, Dreslinski for region, Blogg for regional, and Scott for local council said they would vote to retain the name "Yes". But as other candidates who skirted the question they said they would follow the line established by the referendum. Cost of a change of name was also at issue at the meeting with Cowman for mayor stating that it would cost very little. On the other hand Ewert, local council candidate, stated that it would be disastrous fr the registry and that it was a whiesical issue comparing with other problems in the Town. Hamre said it would be a costly venture for the Town as did Dreslinski. Hamre said the name was a direction brought down by Bill Davis and she asked why the issue was coming forth now rather than almost 20 years ago. For those wishing to keep the name Town of Newcastle they would vote "Yes" to the question "Are you in favour of retaining the name Town of Newcastle". If you want to change the name the "x" would go with "No".
