The odds are, once the decision is made, a significant- number of people won't ike it; that's a, polilicai reality. So when the rare situation arises where there is unanimous agree- ment amongst ail concerned citizens, politicians have the easy task of simpiy following lhrough on their ishes. It's a shame our federal governmienl can'l even gel that righl. In ils backhanded forma of consultation, the governmnenl asked for and ignored tIhe opin- ions of business and labour groups, as well as its owni Unem- ployment Insurance Commis- sion, and recently levied a 6 per cent hike in U.I.C. premiums, effective January 1, 1992. This, on top of a 24 per cent jump in premniums on July 1 ofîthis year. That muakes for a punrishing- hike of 30 per cent, all wilhin a span of six mnonlhs, and wiil bring an emnployee's contribution 10 $3 for every $100 of insurable earn- ings with emiployers paying out about $4.15 for every $100. Criticism 10 the proposed premiumn hike was fast and furi- ous. For example, in a leller 10 federal minister of empioyment and immigration, Bernard Va- court, the Canadian Federation of Independent Business cailed the goverrnmenl's approval of the premium inicrease, "in the face of unanimous advice fromi business and labor, a mnockery of the consultation process." More importanlly, says CFIB vice president anid genieral mnan- ager, Iimi Benneil, this miove wvill coslý jobs. "This igover-inmenî obviousiy has no sense of what Illeir mis- guided policies are costing Ithe business communit,"- Bennett says. "The U.I. increcase pr oves Ihat if Ihe government is looking for ways te prolong the reces- sion and drive more people onto the uinemploymentl ines, Iheir stralegy is working. But if emer- gence from Ibis recession and a healthy economny is their goal, they're way off base. " The facts, Bennett says, speak for themiselves. "The governmrent transferred al responsibiliîy for funding U. to em-ployers and employees back in October, 1990.
