"The co-operaivesector plays a significant role in Ontario. This bill reflects the govern- ments commitment to the co- operative movement," Mr. Charlton said. "As community- based democratic' institutions, co-operatives have an important part to play in rebuilding our economy' - "These amendments are the result of extensive consultations with rrecsentatves of the co-op mnovemient," Mr. Charlton said. "We recognize that there have been niew developments in the co-op sector and that changes, were needed to update the Co- operative Corporations Act of 1974. Our changes will promote the development of more co-ops, as well as enabling themn to func- tion more effectively." In particular, the amendments recognize worker co-operatives as businesse-s owned and operat- ed by workers. "The bill entrenches t he demo- cratic nature of worker co-ops, in which each member bas only one vote regardless of the numr- ber of shares held," Mr. Charl- ton explained. In the area of housing, Mr. Charlton pointed out, increased real estate values over the' past decade have led to concerras that non-profit housing co-operatives could bc sold or turned intoý profit-making businesses. "Toi preei affordable housing and proteet the govemment's invest- ment in non-profit housing, the bill would prevent these co-ops from converting to profit-mak- îng corporations," he said. The changes will also ensureý that co-op members receive sim- ilar protection as tenants in pni- vately-owned rentai accommi-o- dations, while preserving mem- ber control of the co-op.
