' It is also recommended that areas of expansion added by the Region in their new plan for residiential developmnent nfot be handled until the review, is completed.* There was one exception that of Stolp Homes in south Courtice which has been in the works since 1988. Application now before the Town in the existing urban areas will be undertaken by the department and top pniority will be given to any commercial and industrial plans no w with the existing urban areas. It is expected that the plan review will take upwards of at least two years and will be undertaken in-bouse by the Town's own planning staff. Some outside consulting will be required where the expertise is flot available within the present' staff. The proposai for Town staff to undertake the Officiai Plan review was first brought before the former council late in the year. with no action taken to give approval to the proposai. t is a requirement of the province that a municipaiity review its officiai, plan once every five years. The need for the review also resuits from the fact that the proposed Regionai Plan is but a broad- brush instrument on which the local Officiai Plan wiii be enscribed. Çoncerned Citizens challenge 407 route proposai - to present their views Jan. 28 Bond head residlents new Community Group Through the insistence, of a Committee of Concemned Citizens and the efforts of Town council a public meeting is being heid in Tyrone on Tuesday evening, January 28 at 7:30 p.mn. when the routing of highway 407 across the Town of Newcastle is to be _discussed. The Ministry of Transportation wiil be present at the meeting to support their preferred route (souïtheru) and as weil the Committee of Concernied Citizens are to imake a detailed presentation. A press release from the Concerned Citizens note that 407 passes through the Town for 42 kms and consumners thousands of acres of prime fariand. Thte release aiso states that over 200 residents have come to the committee to express their outrage over the proposai. "They don't want to see their town changed and they certainly don't want somne of the best farmland in Ontario paved over." Helpard, leader of the group, states the comiuee has carefully exaniined the documents from the Ministry and have comne to the conclusion they are full of haîf- truths and misinformation. It is stated that the committee wili present a detailed presentation for the meeting. "It will challenge the arguments put forth by the Ministry for the proposed south route and cover items from agriculture to fisheries and fromr noise pollution to the cultural environment,' states the news release. t is the belief of the committee that when the conceins and wishes of the citizens are h(fard by council members they will reject the proposed highwaY plan and require that changes wii be made, Helpard adds tlat the meeting is probably the most important gathering of residentS ever held in the Town of NewcOfle for it has the potential to set the course of how the Town is to be administered and developed in the future. He fears if the concerns and wishes are not made known that the area will become just another part of tule sprawling Greater Toronto Area.- Helpard states. "From what we have heard from eiany people, there shouid be a very large and vocal turnout oýf Newcastle townsfolk." A group of somne 50 residents of Bondhead in south Newcastle Village met recently setting up an interim committee to resurrect the Bondhecad Community Association that had existed in the eariy 1950s. The meeting was held in the Council Chamber of the Community Hall with comple su pport for the formation of the Association. W. Duncan acted as chairman for the meeting. Those appointed to the interimn committee were Douglas Cronk, W. Duncan, Jack Eilbeck, Lynda MacGregor, Me-redy Maynard, Melanie McArthur, Herb.Taylor and Donnalu Wigmore. The committee is Io setforth a constitution for the organization as well as preparing a siate of officers. The proposed constitution and siate of officers is to be presented at a meeting on May 7th. The residents of the area in forming the new association as mindful of the waterfront study, With littie discussion the hopes of Laidlaw Waste Systems for approvai of a rezoning application for their existing land fi and infili proposai near Newtonville were dashed by council members on Monday. Further an application for an axnendmnent to the Officiai plan to allow the construction of a force main to transport leachate from have a concemn of the location of the Crombie Trail as well as a proposed sub-division of 25 homes b eing sought by Bramialea. It has been pointed out at a public meeting last year that a new configuration of the road system would cause traffic to and from Bondhead to have to stop at a four lane road to the sub-division and marina. The proposai is now before the planning department for further comments and to be brought back to the, Town committee. The 25-house plan takes in the former Waltona Park as well as lands on Clarke and Baldwin Streets. As well as the concemns of the citizens to the change in the road system'the Ganaraska Region Conservation Authority -has proposed. conceriis over the use of fioodprone lands. an expanded landfill to the Graham Creek Water Pollution Control Plant in Newcastle Village was also denied. The proposai of denial was a recommendation of the Planning departmnent. The proposai deniais were flot a surprise and a represenitative of Laidlaw sought -not to address coundil. Happenulings..
