The first question perhaps you ask is, if we are de-streaming, wh0at is streamling? Streamiing is only one of the ways that sehools use to group childreni togetheri for learning. A streami is created when children are- grouped together by PERCEIVED ABILITY andl are then kept within that grouping as they proceed onward throughi the sehool system. What then happens is that streaming can be seen in a way that it sets different goals for different groups of students. In other words, the streams work to arrange students into broad strands for future career/job opportunities. It means that we, in Ontario, impose that choice on students at the,age of 13. We group them according to their anticipated social economic status. We are carving out their future place within the school system. As a schooi-boy in England, the same application was made through the il plus examination. That ill-famed system, through examination at the rather young age of Il years, determined for me, once and for ail, my place in the social system was to be nothing more worthy than that of a "worker". We are often told that our lives are really molded as children, I agree with that philosophy, that's why l'mi the way I arn today, as a resuit of becoming a victim of social disadvantage throughi no fault of my own. Getting back to my subject - the present system some will say has its own logic, after ail, we cant ail be rocket scientists, can we? But it does have ail the arrogance, unreasonableness, and unfairness that go along with efforts to force logic on to humanity. How can we be sure that the righit decision about someones future prospects can be made at age 13? Why would wc cut somecone off from the possibiiity of a more secure future three or four years before they might be expected to start out in the world of work? Why should we suddenly and irreversibly drop ourexpectations for whole groups of students and deny themn the Iearning opportunities and skiffs we. give others? And why would we deny students who may be destined to, become rocket scientists - the right -to be challenged by the bestwe have to offer? Streaming, and I can speak vividly fromn my own experience, actually works to perpetuate social disadvantage and social privilege. We ail know who those disadvantaged children are in our society, they are the same as they were in my own sehool days, the poor families' children, children from working class backgrounds, and so on down the hune. These are the childreu who crowd the bottom streams. The children of professional and imiddle-class backgrounds crowd the upper streami. lm not bliud enough either not to recognize that there are individual exceptions. But, there is no denying the broad picture which i1 have painted. Streamning tends to group students by their social background, even though that is not their declared purpose. I know this article will cause some teachers to get quite angry at me. Some teachers are also very resistant to change. Part of the resistance cornes from the fear of social disruptiou as their classes becomie more varied in academnic ability. Somec school boards perhaps wilI try to cut back staff and blamne it on de- streamîng, but that. is a local board matter. lu their 198ý9 Speeých fromn the Thronc, the pein Liberal govertornenft irIst a1110LH1Ced the de-strcainn of Grade 91.
