12- moW.kyTimes, Wdne«day, March El 993 AIl that jazz by Michael D. Woolner 1Learning the Hard Way" There are somne p eople out there who go through life making very little, if any major mistakes. Then there are those who face no other alternative but to foul up in the worst possible mnanner, just to get things right in the long mun. That's called, "Learning the hard way." The truth of the matter is, the average child may neyer know just how many volts run îhrough an electrical wall socket unless the litîle critter "curiously" shoves a îwo prong, sîainless steel steak fork into the terminals. (He may also discover how the hair of a normal cranium can go from the, Telly Savalas look to Don King.) And even as the child blossoms into a young teenage boy, he may neyer realize whai "true embarrassment" feels like until lbe shyly asks a pretîy young girl to slow dance, only te be lefi frozen to the floor as she smiles and wallcs away froin him. The best example of "learning the hard way" occurs during the later teen years, with driving cars. For example, you may not have believed your father when he explained that "driving down a very steep hill with the throttle wide open, donuts in the icy parking lot ai the lakefront and squealing the tires at the start in a four cylinder car can r uin the performance of the engine until Consider Court room amalgamation The Port Hope courtroom, currently located atop the Town Hall, is facing an uncertain future. A study regarding the possible consolidation of the Port Hope and Cobourg courtrooms is currently underway. This needs to bie compfleted before any decision is made regarding the courtroomn, and it will take quite somne timne before any change to the Port Hope court is approved. In cost-cutting measures, a proposal suggests consolidating the Port Hope and Cobiourg courts into a single location, most likely te be in Cobourg. The Port Hope Court suffers from a lack of wheel chair accessibility. The Ministry of Governmeni Service's policy is not to renew leases on courtrooms that are not handicapped accessible. The lease of the Port Hope court room has been going on a monthly basis since expiing last year. lie cosi of making the court room accessible is higli. This leaves'the court in a Catch 22 position, since the Town might not care te cover this expense without the firm resolution that the court room wiil remnain. Police report that if 'the courtroom is moved to Cobourg this will mean higlier expenses in overtime cost, mnilcage and othcr expenses. Thc Ministry of the Attorney Gieneral holds the final dccision over thc fate of the court room. you're stuck on the shoulder of the westbound 401, talking on the cellular phone to "dear o' dad" about why there's smoke pouring out of the hood, and the transmissions laying on the ground underneath. You may have also heard hîm tell you that il is necessary to check the oîl level ini the vehicle every time you fill up at the local gas station. Yet, negleci or somehow, lack of remembrance has brought you once again to the process of learning that a blown engine and a thousand dollars later, these little things cannot lie overlooked. Whatever the dreaded situation may ie, - whether ît's learning the true feeling of car crashes during an icy slide sideways down a hill into a small cabi diesel truck, or cancelling ail of the days plans just to "stay ai home" after accidently swallowing an Exlax intended for your troubled dog, it really is not fair that some people must be subjected to this act of cruelty, embarrassment, mental exhaustion and anguish. But the good news is, we aIl learn the night way in the end. (Well, most of us anyway!) Michael Patrick of the Task Force on the Mayor's Economic Development returned to speak again to Council on Monday. His attendance was to reply to comments made by Council regarding the' report last submitted to Council by the Task Force. He pointed out to Council that the Task Force is not lacking in Public sector experience as may have been thought, but there were in fact several members who had worked in the public sector. His key points were objections to Council comments and he called the staffs tone resistant to change. The Task Force advises Council to review Town Management structures. In the area of cost control he advised the Town to look at privatization and sub-contracting. Town Council has provided the Task Force with five reasons why they feel they should not go to this. The Task Force, however , urges them to complete a Privatization Study.
