12 - Orono Weekly limes, Wednesday, May 19, 1993 Newcastle CLG Update by J. Veldhuis The Newcastle Cornmunity Liaison Group is nearly at the end of ils search for answers to the question "how dlean is clean"? A subcomrnitte was formed somne time ago 10 study just how much and to what level the material in the Port Granby nuclear waste site ought to be cleaned up. There are basically three methods in answer to that question. First of all, we can search around the world and ask the experts for background levels to the various chemnicals. There are approximately 100 various chemnical that we have to concern ourselves with and have to frnd the background levels for each and everyone of themn. The Newcastle Community Liaison Group has done that. With the help of enginee-rs and scientists we have corne with a list which is based on that found by various agencies in the world. Including those standards found by the govemnment of the Netherlands. We then also asked the experts 10 corne up with the standards that have already been set, i.e., the regulartory standards for soul, water and air. Once that was completed we then looked at the number in terrnis of the various end uses of the site. In other words, if this site is going Io bc used as an industrial site, the numbers would be different fromn that if it were used for a residential site. So once again we looked at those numbers and carne up with a standard for each chernical for the various uses. We then looked at the solid material, there are different numbers for the different types of soil whether it is sandy or dlay or coarse or fine material. Ail of this has been put down in the charts. These charts are available from the CLG office. That was the first rnethod. The other rnethod is to look at a method which is called a "Pathway Analysis". This particular method uses a hypothertical imaginary famnily, living in an irnaginary house on the dump site. In order to establish how dlean does the material underneath and around their home have to be? A computer model is used for this study and the Newcastle Comrnunity Liaison Technical Working Group study and the Newcastle Comnmunity Liaison Technical Working Group has gone through that exercise to corne up with numnbers for the various elernents or contaminants thiat are in the Port Granby site. That is the second rnethod and those two numbers, the first method and the second rnethod were then compared to corne up with an acceptable level. Then the third mnethod is a combination of the two, using also sorne other standards such as keeping in mind the economics, keepingin mind the technical problems associated with excavating a volume of that size. This third rnethod was also looked at and so we have examined al three rnethods to corne up with a standard which will be acceptable we hope for the people of the Town of Newcastle, the Town Council, the Sting Task Force and the regulartory bodies. We are very confident that we have done a good job 10 look at the standards from the best possible environmnentally safe pe-rspective. Now that this work has been completed, a report has I0 bc written to put it ail together and present it to the Environmental Assessment Panel and this work is in progress. We hope 10 have it ready in the next couple of months and il will then bc available for public input analysis and scrutîny. If there are any changes 10 be made, we invite you to make those changes. If there are no further changes, then it wil go on 10 the Environrnental Assessment Panel and for their review. We are very pleased that we have corne this far in our deliberations. The work which could have taken several years, was completed in less than one year. This, is an amazing achievernent and one of whîch we Ewnvirorirnental Fair staged to go again Sunday, May SOth by Caro1-Ann Osier The now annual Environment Fair will be in Bowmanville on May 30.
