Governme nt has addressed some environmental problems Alex Shepherd, MP Durham Contamninated drinking water, fish unfit toecat, and air that isn't fit te breathe is a reality for many Canadians. The government's 1cnvironmenîal policies have addressed some of ihe symptomns of envirownntal destruction such as landfill, raw sewage, exhausi emissîons and low-level radioactive materials. But thc $ovemment must stili adopt a comprehensive policy if il wishe6 to create a susiainable environent. The recession bas forced governmenî 10 focus on getting the economy back on track puuing environmental concerns on thc back-bumner. But we have to realize re-csiablishing tbe economhy and dealing with cnvironmental concerns arc not necessarily ai odds. We've witnessed the ballooning of thc so-called "green industries" wherc recycling and efficient use of existing products are becoming the order of the day. In order not to merely react 10 severe environmental degradation, but to fonnulate a constructive policy toward sustainablc development, governments and society will need tw adopt a valuation process. For examnple, wbat is Uhc value of dlean water, or conversely wbai is Uic truc cost of allowing municipalities te dump untreatcd sewage inte lakes and rivers. We will need 10 introduce a costing system recognizing the value of losi opportunities which eceates a dilemma. Wbai is the economic value of dlean air, waî.er, etc.? Having said thai, state governmcnts in tbe U.S. have attempted to provide pollution permnits. These involve reniing air spacc by businesses that pollute. .These permits provide a strong incentive for companies not 10 pollute (as well as making them innovators or users of en viron men taIl1 y - fricen dl y (Continued page 12) T'r a vlelTalleh with Elizabeth Belanger-L inkle tte r C TC Over the next two or three parent is travelling a latter from weeks we wilI share some of the the other parent may be raquired travel tips that have bean passed when Ieaving Canada. along in the column. il!) infants prasent a unique i) we spoke about the ease in 'challenge when away from obtaining a passport; well it is home.
