When the issue came before the meeting David Scott asked if the authority was agreeing i îo extraction. Jim Tedford, of the authority staff, said that the authority could pull lands out of the management agreement with the Ministry of Natural Resources and that at this point the authority would hive full control on whether or not extraction could be undertaken. We could say no0 at this point he said. John Lindsay of Cobourg said that the Ganaraska areas outside of the OTA are open for aggregate business and that there has to be a compromise for extraction. Ben Bird, also of Cobourg, said they should not say "no" to everything. This study of the moraine was undertaken due to the fact that the moraine is an important resource for water to many parts of die Oreater Toronto Area. The $1 million study started in April of 1993 and will continue through 1994 and into 1995 before being comIpleted. The recent Oak Ridge Moraine study through the province of Ontario is recommendi(ing, that the findings of the federal study be included in the Ontario ieport A release from the Geological Survey of Canada note that in the Bowmanville/Newcastle area the moraine is most distinct as a terrain feature, rising in one continuous siope from Lake Ontario. Groundwater flow will respond to this siope by following a single flow system which recharges at the crest and returns flow to the water table beneath most of the slope. The release goes on te say that with this style of flow, a change ini water quality imposed in the recharge area at the moraine crest may be transmitted to just about any location further down the moraine slope. Other specific areas for the study include the Bolton/Caledon area and the Newmarket- /Richmond Hil area.
