In short it is about a guy named Herman, and the different facets of his mmnd ail of which are represented by dîfferent personalities. These different personalities work together, well, most of the time to direct Herman in his everyday endeavours. In case you are wondering where it is that I am going with this, 1 ame going to be hontest and tell you that I have absolutely no clue. 'Each facet of my mmnd is at odds with the others and the train of thought seems te bc lost in a lightless tunnel. The part of my mind that is work-oriented seems te bc trying to gain control and get this column donc. However, pushing and shoving for dominance over the rest of my brain seems to be the order of the day. Five contestants from the area has entered the Quecn of the Fair contest being held at the Orono Pair. Those entered are Lori Summer, Hampton; Carolyn Cochrane, Orono; Tracy Doxtater, Bowmanville; Cheryl Fisk, Newcastle and Terry Watt, Hampton. The Kendal Eagles basebal team were the top winners of the Orono Pair Tug-O-War contest on Friday evening. The Peterborough Junior Farmers' ended up in second place. The Orono Arena Fundraising Committee has reached its objective in raising funds . The Clarke Museum and Archives Board lifted its objection to a redesignation proposaI by the Town of Newcastleý of lands in Kirby which had previously been designated as a Heritage site. The lands under consideration are south of the old Kirby School and are now intended te be used as a site for the relocation of the Kirby General Store. And that the guy that is standing at the counter with biceps fromn heU is pretty cool. As for my column it obviously somehow got done. So clearly, their must be some part of my brain that is functioning. However, as 1 take a peek back through the column I can sec that it can't be getting donc that well judging by the number of typmng errors that 1 have to go back and correct. Wouldn't a system based on public satisfaction be a lot cheaper. Curtailing civil service costs using across the board freezes in salary has served to further stifle innovation within the bureaucracy. The civil service itself decided to curtaîl incremental increases and cost of living increases. Since senior managers would have only modest cost of living increases, the major brunt is carried by junior memibers who have recently chosen this career path. This creates less incentive for themn to stay with government. Programs like Total Quality Control and Civil Service 2000 where attempts by the civil service to put ability, achievement, results and public satisfaction mnto the system. Point of fact they have been unacceptably slow to do this. It is time to demnand our civil service be more responsive to your needs. And demnand they be remunerated based on ability and not tenure. The way the civil service operates now is unacceptable. Not until the civil service regards you as a customer - which you are - wil Canadians get what they are paying for. Remnember they are there for you not for themselves.
