A total cf 829 residential units were constructed in the Municipality in 1994 with 403 in Bowmanviile and 385 in Courtice. Over the past decade the yeariy figures have been; 1984 - 239 units, 1985 - 576 units; 1986 - 1151 units; 1987 --1402 units; 1988 - 1582 units, 1989 - 1359 units; 1990 - 594 units; 1991 - 771 units; 1992 - 797 units.; 1993 - 571 units >andi 1994 - 829 units. The Municipality cf Clarington and the Clarington Hydre Electric commission have entered ie oan agreement whereby the Municipality will handie the after hour phone cais of the Electric Commission. The service will be provided through the fire department dispatch unit using a separate telephone uine other than 911 or those used by the fire department. The two parties have agreed to a monthly charge of $ 180.00 for the service. SThe plan will be put into place on March 1, 1995., Mrs. Evylin Stroud of Bowmanviiie has been assured that changes to the telephone systemý within the municipal building wiil no include voice mail and will continue to be user friendiy. Mrs. Stroud said that not everyone had touch-tone dialing and wouid flot flot want to be placed on hold waiting for an operator. Volunteer agency gets prov. funds A Northumberland County volunteer agency is te receive a sum of $19,000 from the provincial govemmefli. The money will bc used by theNorthumberland Lakeshore Hospice Association te set up an administrative office and te hire a co-ordinator. -More than 100 volunteers are currentl y involved in the prograin. If yeu don't live in the al encompassing political world it is difficuit te understand just what takes place ail the time in politics at the provincial level. 1 say this te explain why I can't bc at every event I'm asked te attend. An MPP who is a member cf the government has a far different political life than the MPP who belongs te one of the opposition parties. It starts off by belonging te, a much stricter regime that doesn't allow for leaves of absence, leaving early or arriving late. It means you can't miss your committee nor can you be absent for any vote. Being in government means having atIcast twenty members in the Legisiature each day at 1:30 p.m. and on Thursday morning at 10 a.m. when the Ontario Legisîature -is in session. Opposition parties are net required to bave any one in place if they don't want te. But if only one of their members is in the House and makes a quorum cail, and we can't muster 20 members the House closes down for the rest of the day. Depending when such a cali is made it ceulti result in the gevernment lesing important legisiation. The attendance cf government members is in the hands cf the Government Whip. The Whip makes sure every day that the "numbers" are there. In giving circumstances, for example votes of no-confidence or a vote invelving expenditure cf funds, and net having 'sufficient members prescrit could cause die government te faîl and face an immediate election. Much the same regime applies te attendance on the various committees. Legislation passes through committees cf the Legislature. There formation, by tradition gives the governiment cf the day one more member than the combined numbers of opposition members. Votes are taken in committee and government members must always be present. Opposition members can annear at committee or not, legisiation goes forward just as long as one mem.ber from each opposition party is present. The government is required te have their full compliment of six mnembers present on ah cof the various il Legisiative Committees, who for reasons cf numbers, thankfufly don't ail sit at the samee urne. Se by simple arithmetic, it's easy te see the demands on government members. We have te have twenty people in the House ail the time. As a rule at least four committees are sitting every day, some in the morning others in the afternoon which acceunts for another 24 members. Take away the members cf Cabinet who are more often than not away busy with their ministry operations, and do net take part in any committee function. Add in a few people off sick and you can see just hew difficuit it is sometimes te corne up from the Legisiature te attend a particular event. Being in gevernment aise extentis te the censtituency office and the staff. In opposition there isn't the requirement te explain government policies very much. Itfs much easier to be able te say, "I wish I couid help you but we are net in government." Se you can see life at that level is equally less demanding. Bill 165, a key part cf the government's referms cf the worker's compensation system received Royal Assent at the conclusion of the session ending on December 8. The changes for, the mcst part are now in effect. 0f importance te constituents is that about 47,000 unemployeti eider workers injured before 1990 will now have increased benefits cf $200 a month. The Bill provides, for vocatienal rehabilitation provision which strengthens an early retura-to- work. About 52,000 cf the most vulnerabie WCB recipients cf the WCB benefits will continue te get full inflation indexing. The WCB's fmnancial situation is very serious andi that didn't get that way since we formed the government in 1990. The preblems wîth the WCB started in 1970. In the early 80s the situation got worse. 1 know, by the reaction by some înjured workers present at the clause by clause examînation of the Bll in Committee, that not everyone was pleaseti with the decisions made by committee members. I was appalleti with the behaviour on the committee by the Liberal members who useti the situation, in front of the injured workers present, te gain political points, ail the while knowing they would have been forced to take the same actions if they were in govemrment. If we had allowed the system to continue as it was, the WCB would have collapsed, and then what would injured workers do?
