"This study proves that the traffic count was not 9,000 as Tim Donuts Ltd. cîaimed, but even dcoser to the 16,000 reviewmark," says Hoîkema. Oshawa and Regional Coundillor John Acre says that "(the Tim. Horton's issue) was a ridiculous item to spend so much tirne on. I voted no for the in/out access because it is a dan- gerous intersection and whatever limitations are put on wlll not work. There was political Involvement by the elected people of Clarington who were pushing for it." 1Director of T7ransportation for Durham Reglon,- Tony Prevedel says that Tim Horton's also exerted con- siderable pressure on the Regional staff to reverse their 'no' decision. "Tim Hoorins said, 'Look we want to set up business and to establish a clientele base. We'll gladly close the in/out access if it becomes a safety problem,"says Mr. Prevedel. 1The safety and traffic con- ditions were explored by the Region in a study conducted at 1 the Thickson Road/Consumers Drive 401 tumnoi in W hitby. However, Mr. Prevedel says that there have been problems with this access stace more fast food and donut shops were built in this corridor. "The Region used the Thîckson R oad/Consumers Drive location as an example for the Clarington TIm Horion's location when conducting safety studies. The Region has had to go in three sepa- rate times to make imnprove- ments to the Thickson Road location because of increased trafflc ta this area. We don't want this to hap- pen in Clarington," he says. Spokesperson for Tim Horton's, Patti Jameson, Manager of_ Corporate Communications, says that Timn Horion's has lived up to all the stipulations of the Site Plan Agreement as laid out. "We would be concemed and surprised if there was anything left undone and we are more than willing to look into all scenarios and do what is best for the safety of our customers. We have built a diamond curb at the in/out on 57 to prevent left- hand turns onto Waverly Road and have signed this with a no left tumn sign. It is my understanding that we have complied with the spir- it of the agreem ent and would be willing to re-value thesitaton tr te ne- year period." SHowever, as Councillor Aker points out, -Tim Horton's wil probably resort to court action before givlng up the in/out it has estab- lished on Durham Road 57. Ms. Lilly Hinton, fran- chisee of the Tim Hortoni's/Wendy's Combo is at a loss concerning how to placate the community and become an asset, to it. To her. this franchise is a 'tumn- key' operation. She was flot privy to ail the decisions and problems which arose from this site. "'I was flot aware of the extent of the opposition to the Waverly Road in/out access. I knew that there were several delays in the openlng of the outiet, and even offered to attend a council meeting, but was told flot to by Tim Horton's. As a franchisee, I was not involved with the site loca- tion. However, 1 feel very strongly about the commu- nlty and look forward to sponsoring various commu- nity projects and fitting in, not rocking the boat. My manager Todd Eagles. is liv- ing in Bowmanvile, and his first child, a daughter, was bom tin Memorial Hospital. We are definitely a part ofý the Bowmanville Conmmlunity." "The tragedy is," Councilor Elliott points out, 'We now have two business- es that- are doing badly., If our local politicians had flot put on the pressure for the location of the Timn Horions at this site and for the entrance and egress on Durham Boad 57, the ensu- ing problems would not have arisen." Mr. Hoîkema feels no ani- mosity to Timn Horton's per se, he is angrier with the politicians who pushed this situation. Coundillor Aker says that Clarington officials "made a mistake when they pushed for a sit e approval. It is a dangerous situation." Concerned citizens are now circulating a petîtion to have the in/out closed for safety reasons. Looking for the perfect Christmas gift?
