June 25,1997 On tarlo Provincial Arm wrestlîng Championshîps On Saturday, June 28th, the Ontarîo Armnwrestling Cham- pionsips will bce held at the Port Darlington Marina in Bowmnanville. Competitors from- across Ontario will be there to showv their techniques and power and compete for trophies and the elusive titie of 'provini cial champion'. 1There wili be several Caniadian and woirId champions presentîincluding the ladies worid champion fromn Ontario. Weigh-ins wvill be held on Staying In Touch John O'Tooie Durham East MPP The Ontario Court of Appeal decision in the Gwen Jacob case bas caused a number of miy constituents to caîl or write to me. Many municipalities are attempting to deal witb the topless issue by passlng by-laws to regu- late the bebaviour. Our Attorney General. tbe Hon. Cbarles Harnick wrote on February 10, 1997 to tben Attorney General for Canada, the Hon. Alan Rock, request- ing him to look at ss. 173 & 174 of the Crirninal Code pro- visions dealing with public nudity. Public decency is at the heart of tbis issue. 1 am aware tbat members of our government caucus are con- sidering issulng a Private Members bill to amend the Municipal Act to allow munic- ipalities to pass by-laws set- ting out standards of dress in public places but this is pri- marily a federal issue and it would make more sense to ens5ure that every individual sbows respect for others. It is not unusual to see signs in restaurants and other public places statlng, "no sboes, no shirt, no service". Perbaps all the news reports are givlng this issue more attention than it deserves. I read a pet!- tion into the record last week and I bave copies of this peti- tion at my constituency office if people are interested in cir- culating it. Bill 99, is the legislation which is intended to reformn the Worker's Compensation Board. Members of the legis- latuire will spend 14 days lis- tening to input in Toronto and around the province. The existlng WCB legislation dates back tc 1914. Over the last 10 years, ail three parties have attempted to reform this legislation. The Public Auditor as far back as 1992 has rec- ommended, "a strategy to deal with the unfunded liabil- ity should be developed and implemented as quickly and effectively as possible". The current unfunded llabfiity is $.10.4 billion and Is projected Friday, June 27 fromn6 10 9 p.mi. and Saturday, June 28 from 9 a-fi. to 1 .p.m. Competition starts at 3 p.m. sharp. There will be trophies and miedals for top five in eachi category. The chul- dren's chamnpionships will take place on Sunday at 12 noon (six classes f'or kids). The sponsors for this event are Port Darlington Marina- Hotel and Molsons Breweries. For more information cail Port Dariington Marina (905) 623- 4925. to be $18 billion by 2014 if no action is taken. Our aver- age employer assessment is $3.00 per $100.00 of payroll, second only to Newfoundland. Every time an employer bires. ..someone, tbey also accept a $4,000.00 piece of the liability. We are adjustmng the pre-injury net eanings to 85% from 90% (tax free income). Tbis is similar to most other provinces. W%,e are also reducing employer pre- miums by 5% to be competi- tive witb otber province. Inflation protection is being adjusted but disabled and survivors of deceased injured workers àre not effected. These changes do flot effect individuals currently on a WCB beneflt. One of the most Important changes belng con- sidered is the return to work provisions ln Part 5, section 40. There Is a great deal &f evidence that an early return to work Is an important part of recovery. Ail parties will have to work together to allow the injured worker to retumn to as normal a life as possible. Finally, the Act is belng amended wtb a new focus on prevention. The new board will adopt a new naine, The Workplace Safety and Insurance Board. Safety and -prevention is the responsibil- ity of everyone in every work- place. Mult Farrow has presented bis final report on tbe Greater Toronto Services Board to the Hon. Ai Leach. The report. "Getting Together" bas already bad somne response from the Regional Governinents, The report suggests tbat we miust look forward to long-term infras- tructure coordination in the GTA. Areas to consider are Go Transit, waste management and economnic development. The Minister bas suggested be is still looking for input and will bring forward legis- lation in tbe fali. On a simnilar subject, 1 met witb tbe Durham Utilities Group, wbicb is examnining the feasibility of amalganiat- inig tbe eigbt municipal utili- ties in Durham into one. 1 commend tbe comrnissioniers and staff for their foresigbit and bard work. Their excel- lent report suggests that tbey could provide a very bigb level of customer service while sav- ing over $5 million annually. It appears that a couple of municipalities may be having second tboughts. However, it is this type of leadership that is required today so we can provide reliable service at an affordable cost. The second announcement on changes. to school cur- riculum were made last week. Tbe new sec ondary scbool curriculum will be introduced in the 1999 scliool year. This means tbat in September, 1997, cbildren entering grade seven will bave a new cur- riculum. Two years later, in 1999, wben tbese students arrive in grade 9, tbey will bave a new curriculum that fits. The response from many educators bas been positive. We must do this rigbt so that our children will be competi- tive witb the best of the world.
