Chief McAlpine was chosen from a list of nine candidates who applied for the position of Chief of Police being vacated by Chief Trevor Mcçagherty who retires this October. 1 Chief. McAlpine was appolnted - b o the Peterborough Police Force on January 17, 1972. and has served in Uniform, Criminal Investigation and Planning and Research. He was promoted to the, rank of Chief of Police of the Peterborough Police Force on August 19, 1986. Chief McAlpine is a past President of the Ontario Association of Chiefs of Police (OACPJ and the past Chair of the Ontario Municipal and Provincial Police Automation Cooperative (OMPPAC). After a few cordial remnarks like, "what you did for your summer hol- iday?", it was back to the business of thie legislature. 1First, thie shocking report from Ontario Hydro has caused a lot of anxiety. The Independent Integrated Performance Assessment (IIPA) report was prepared by the Nuclear Performance Advisory Group (NAPO). This International group of nucle- ar experts were requested to investigate issues raised by thie Atomic Energy Control, Board (AECA) and thie reports from Hydro's Peer Reviews. The report was not about safeby but more about man- agement. operational and human resource issues. The AECB is thie federal regulalor of ail nuclear plants and always bave full time quali- fied person~nel at every site to cease operations at any site, at any lime for any serious safety concern. Our Minister of Energy, the Hon. Norm, Sterling has sent a copy of thie report to Dr. Bishop, Chair of AECB. 1 have wrilten t0thie Minister bo insist that we must have safe, reliable, sus- tainable and affordable elec- tricity in Ontario for allcon- sumers. I will be getting a copy of thie full report but I do have some delails attHie office. There have been many earlier reminders about Ontario Hydro's problems, organizalionally and finan- cially. An organization that is over $30 billion in debt and some reports from hie AECB regarding the operalional license at Pickering being queslioned have perhaps been early warnings for each of us. As IbiÉs current serious report is being deall with, safety must remain, hie most important concern. My view is Hiat any organization that has a monopoly often gels lazy or loses focus. Look at IMB of many years ago and Apple and Microsoft today. Perbaps ail organizations, like General Motors, need compe- tition to remain sharp. Public sector monopolies must remain responsive and com- petitîve within their sector. Ontario Hydro is no excep- tion. I have had a number of let- ters'regarding the Pooling of the cost of social services in thie entire GTA also remains a controversial issue. I have received copies of thie resolu- tions from Scugog and Clarington Councils respond- ing bo the GTA, "Gettlng Together" report. I fully understand thie sentiments of coundil, as well as thie citizens of my riding of Durham East. As I understand il, the mood is, "we do not want to bail out Toronto", I have also spoken wlit Chairman Jlm Witty, Minister AI Leach, as well as Mayjors Hall and Hamre. It would appear that our rural municipalities want a grace period to consider their future association wi thie GTA. 1 am pleased that our municipal leaders are examnnng their future orga- nizational and governance structures. The real question for Scugog and Clarington, as well as Brock and Uxbridge, is their relationship with Durham Region, as well as thie GTA. Some urban parts of Durham do have a natural relationsbip to thie. GTA wbile some rural parts of Durham have a different level of ser- vice and want to keep il that way. Again, what Is most important is Hiat thie mayors have realized that thie status quo Is not one of thie options.
