"If we make an exception for this, bow many more exceptions do we have to look at?" Scott asked. Pigeon fanciers descend onlhe town hall The public gallery was filled to capacity at Monday nigbt's counicil by the mnem- bers of tbree different local pigeon racing clubs. Mr. Grant, -a member. of the Oshawa Pigeon Racing Club, recently moved into a Courtice subdivision with his pigeon coop whicb bas upset many of bis neighbours. Peter and Susan Portlock, wbo'live beside Mr. Grant at 81 Oke,,Rd., in Courtice, say their personal space is invad- ed by Mr. Grants pigeons and bis unsightly pigeon coop. Tbeyare tired of birds land- ing on their roof and defecat- ing., Tbey also feel the birds bave bad a negative effeet on the sale-ability of tbeir borne. Otber Oke St. residents say tbeir children are afraid to play outside when the pigeons are flying. The amnounit of bird droppings increase significantly wben tbe pigeons are1 flying. Tbe racing pigeons attract many otber undesirable birds suicb as wild pigeons and sea gLîs. Neigbbours say that the town-by-law that states pets must be kept on youir own property applies to birds as well. The neighbouirs made it clear thiat tbey were not opposed to pigeons, buit they did not belong in a residential neighbourhood. Mr. Kari Winterstein, al representative of the Canadian Racing Pligeon Union passionately defended tbe hobby of pigeon racing. Winterstein said the essence of pigeon racing is control. If birds are roof toppers tbey are not racers. He rnentioned that many lives were saved by pigeons during -World War 1 and 2. "We bave a world class hobby", said Winterstein. Ed Brown, Vice President of the Bowmianville Racing Pigeon Club reminded couni- cil of tbe belp bis club bas given tbe town. in the past to reduce the wild pigeon popu- lation. Tbe bird fanciers agree thatpigeons sbould not be landing on neigbbouirs roofs. In tbe spring, yowng blirds may land on rooftops tili tbey are trained to fly into the coop. Birds waste valuable race time if they lanid on a roof top before entering the coop. It is felt tbat tbe present complex bas, "ost it's presence" on the corner of 57 and Hwy 2. Larry Hannab introduced the need to spend $25,000 on the existing infrastructure. Tbe new main entrance to tbe complex will be-on the soutb side of tbe building. Tbe new pad will be built to the east of the present pad. --Tbe main road entrance to tbe complex will be off of Reg. Rd.,57, at the north end of tbe lot. Tbe building will now coast $3.3 million. 'Witb the imoney spent on infrastructure improvements Mr. Bryan said tbe project is now witbin the $3.5 million budget. Before voting on the mat- ter Councillor Pingle brought Up tbe fact tbat a twin ice pad will be built by a private company at the soutb end of Bennett Rd. Pingle wondered if the municipality needed to go ahieacl wîth plans for tbeir second ice pad. Joe Caruana, Director of Community Services said,,"I think we can both live com- fortably." Mayor Hamre stated that the town bas a responsibility to the youth of the area to have ice time available. Part of the funds for the new ice pad will corne from Skate 88, this money was earmarked for a second ice pad. for profit. "If aduits want to rent ice time at a bigber price, that is their choice", said Hamre, "we have a responsi- bil ity to kids." Tendering for the new addition wiIl open on Oct. 2 and close on Oct. 15. Construction will start in mid November and the building will be ready for occupancy in mid July 1988.
