This Is a tenri- ble testament to our ability to adapt to a changing global marketplace. Many of the workers they are finding are from Eastern Europe, an area, we are led to believe, that needs assistance as opposed to having a pool of highly trained young workers. Meanwhile, in downtown Oshawa, one of the hlghest youth unemployment rates exlst anywhere ta Canada. Clearly something Is wrong. Toronto's financlal coni- munity is saytag they can not flnd hlghly trained individuals in the areas of finlance. They turn to American universities such as the one in Chicago. Whlle we need to invest more in the areas of science and technology research in Canada, it's clear spending alone wlll not guarantee resuits. Why? Because our educa- tion system is not plugged tato a changing technological society. And this has got to change. While boards of education are reacting to the demand for graduates with more tec-h- nical skflls itfs not happening fast enough. Children are not given guidance as to where the jobs, whlch will give them challenging, well paylng careers, are gotag to be ta an emerglng economy. It is a changing world and we owe it to our youth that our education system can make them ready to meet its challenges. 1 hear cries from small and medlum-sized businesses, those ta the forefront of this emerging economy, who are switching from concerns about findlng financial resources to findng human ones. We know we are now oper- ating in a global economy ta is more competitive than at any Urne ta our nation's trad- lng hlstory. For exaniple, 1 can remem- ber, not too far back, when the Royal Yacht Britannica was anchored in Toronto har- bour with the Royals aboard shaking hands with directors of our financlal institutions. Why?, The Brtish were hoping they could persuade them to move some of those institu- tions to London.
