Lishman proposai clears another hurdie Regional Planning Committee, yesterday, voted 4- 2 in favour of approving the Lishman Proposai. Along with the approval was an amend- ment to 'recommend to Ciarington Town ' Council that a sunset clause be implemented in the site plan agreement'. The sunset clause would require Lishman's to build or apply for a building permit within a stated length of time. if that time line were not adhered to, the zoning amend- ment would be repealed. Regional Planning Committee heard close to five hours of submissions from del- egations, in the ail day meet- ing. Some common arguments against the proposai fromn the delegates were in the area of environmental protection, and road safety. Clarington's Planning Department's decision to waive the need for an Environmental Impact Stucly was addressed by the Commissioners report No 98-P-79. That report states: 'the proposed area for develop- ment wili flot be iocated in the proximity of the environmen- taiiy sensitive areas shown in the Regionai Officiai Plan. Steven Usher, Consulting Engineer with Gartner Lee stat- ed he has done ail the studies required, they just weren't titied 'Environmentai Impact Study'. Gartner Lee is retained by Lishman International. Gene Cartier, Manager of Transportation and Engineering for the region reported that the hili on Taunton Rd., to the west of the property would have to be flattened over a distance of 300 meters to allow for saf-e site lines. The cost of this con- struction was estimated at close to a $.25 million, and wouid have to be borne by the appli- cant. The application goes before 'Regional Council next.
