At that time Hefferon stated, 'in mny opinion all portions of the .. 7.,,...... .... ... ... ... ...travelled road in question are located on private property'. That property, in lot 12, north of the Clarke 8th concession is owned by Mr. and Mrs. Bill Stapleton. Antiaircaftart Councillors responded to complaints about aircraft liarassmnent with somne anti-air- craft artillery of their own. Mayor Hamnre and some of the councillors have been receiving complaints from resi- dents living near the Halminan airstrip. on the 7th concession. Mr. Halminan's.airstrip is locat- ed on the nortli section of the property the Lishman's are attempting to rezone to accom- modate a fur manufacturing facility. 1Area residents say tliey have been subjected to harassmnent from airplanes flying ini and out of the Halmninan airstrip. This harassment in the form of excessive noise, and planes dive bombhing, lias occurred most weekends this summer. The frustration lies in the fact that the Municipality lias no jurisdiction over the activity arising from a private airstrip. Thougli this is apparently a Federal matter, any attempt to get Federal action lias failed. Complainants are repeatedly told to go to their Municipal oflicials. Councillor Mutton put for- ward a motion- at Monday's General Purpose and Administration Committee Meeting requesting the Honourable David Collenette, Minister of Transport to inves- tigate these incidents and take all necessary actions under the Aeronautics Act to stop this unacceptable and unsafe, behaviour -immediately and forthwith. According to Mr. Phil Pisani, who lives across the road firom the Halminan airstrip, there are three planes iIIe ry that are causing most of the problems. Pisani drove bis truck onto the runway one day to block a planehle suspected was being used for flying lessons. When asked, the pilot confirmed that yes lie was using the airstrip for flying lessons. Apparenltly it is against the law to use a private airstrip for flying lessons. One other plane does circus stunts every weekend says Pisani., The airstrip was used for a 'Fly In' thre e weekends ago. At that event, says Pisani, it was s0 busy they liad a traffic con- troller on the runway with the hand held liglits directing plane traffic. Pisani also lias audio/visual footage of this eveInt.
