The draft report required developers to do a tree invento- ry, whîch is a catalogue of ecvery tree on the subject lands. Developers see this as a very costly exercise, seeing most of the trees~ on .a parcel of land slated for development van not be saved. Developers wouitd rather do a tree assessmeut~, which is a more general look at the type and nmber of trees on land to be developed. The latest report proposes that existing letters of credit be used as security. If the total value of trees destroyed is $5,000, the Municipality wili have the developer replant treesworth $5,000 regardless of the num- ber of new trees needed. Should the developer fail to do so, the Municipality will draw, on the letter of credit and per- form the work. The by-iaw also provides for penalties if convicted by the Court of $10,000 for a first conviction and Up to $20,000 for a second conviction.
