As the traffic count at that intersection did not meet the Region's criteria for signilization, the Municipality will be upfronting the installation cost, to be reimbursed by the Region once the traffic counts meet their criteria. The Municipality installed a three-way stop at the `T' intersection of Rudell Road and Edward Street, against the recommendation of Claring-ton's Engineering Depart-ment, as the traffic counts also did not meet its warrants. Even with the stop signs at that intersection, according to Baine, many drivers do not come to a full stop at the intersection. "Drivers coming west on Edward just glance to the south and don't stop," Baine stated. Because of the high number of traffic-related calls the department receives, it tends to focus its enforcement on school zones. The Ratepayers group decided it would utilize the Road Watch program, and fill out Citizen Report Forms which are forwarded to the Community Police Office, to draw attention to its concerns. Residents at the meeting expressed a common con- cern that there is very little police presence in the village. Baine explained that police do have a presence in the village, but their efforts are concentrated in the east end of the municipality, in the more heavily populated areas of Bowmanville and Courtice, because that's where most of the calls come from. While a new police station for Clarington has been in the police budget for the past two years, a suitable location has not yet been found, according to Baine. The Region was in negotiation with the owner of land at the southwest corner of Highway 2 and Maplegrove Road, Baine explained. "When he [the owner] found out the Region wanted it, he bumped up the price," he said. Baine didn't know where the deal stood at this particular time. The existing Clarington police station, on Regional Road 57, "is now embarrassing," Baine told the Ratepayers. For safety reasons, civilian staff cannot work the front counter, Baine explained. A first class constable is stationed at the front desk, armed with a gun, because the Region won't pay to install bullet-proof glass there, he said. While he has worked in other areas, Baine said he moved to Newcastle in 1989, and he wouldn't live anywhere else.
