While it has not been established yet when the operation began, The Orono Times has confirmed trucks were dumping fill on the site on Saturday, January 21st. According to Clarington's Director of Engineering, no Site Alteration Permit for the property has been issued, nor has an application for a permit been filed with the municipality. Clarington's Solicitor, Andy Allison, would not speak of specifics dealing with the case, but did say the property owners were not aware that they needed a permit. At Councillor Wendy Partner's request for an update on the fill activity at Monday's Committee meeting, Allison informed councillors that the municipality's by-law enforcement people issued a Stop Work Order and the owners of the property complied. Allison explained he met with the owners and their consultants on Friday and explained what he "felt needed to be done," and "that they need to place an application if they were to put any fill on the the property." "They have ceased their operation," Allison stated. Fill activity began on that 95-acre abandoned gravel pit site on or around March 6, 2010, at which time Rondeau was informed by the Conservation Authority and/or the Municipality of Clarington that no fill could be placed on the site until he had a permit. Rondeau then applied for a permit and on June 30, 2010, the Ganaraska Region Conservation Authority issued a one-year permit. When the initial permit expired, fill activity was halted until Rondeau's second application was approved. The GRCA issued the second permit for the site on August 3, 2011. This property is under Conservation Authority jurisdiction because it is within 120 meters of a Provincially Significant Wetland. The municipality has juris- diction over the Regional Road 20 site which, according to Clarington's Chief By-law Officer, still has an active pit license on the gravel pit portion of the property. Fill on this property was not being dumped in the pit area but on the property directly behind the pit. What's Inside Partner shuns the limelight In future, anyone wishing to make video recordings of councillors at work in the council chamber will only be allowed to do so from three metres behind the railing. Councillor Joe Neal introduced a motion at Monday's committee meeting to amend the Procedural By-law to incorporate the distance requirement for video recording. When asked why he was seeking the restrictions, Neal responded, "I think there still has to be an element of decorum in the chambers." Neal was referring to the gentleman at last Monday's council meeting, who was moving around fairly close to the council ring, pointing a smart phone at Regional Chair Roger Anderson as he gave his annual address. At that meeting Councillor Wendy Partner asked, "Are we supposed to be allowing people to video tape us during proceedings?" to which the Municipal Clerk responded that there was nothing in the Procedural By-law prohibiting the activity. Partner then stated she didn't want to see herself showing up on someone's Facebook page. Partner told The Orono Times she felt very uncomforatble with the filming. "It was right in my face," she stated. From the angle the man was recording, Partner would have been in the background, directly behind Anderson. The entire meeting was also recorded by Rogers Durham for live viewing on its cable TV channel. An exception to the new by-law will be made in the case of special presentations when the Mayor is making an aknowledgement of special accomplishments of residents. Family members and friends will still be allowed to go in front of the rail to take photos on these occasions, should Neal's motion be approved at next week's council meeting. All councillors were in support of Neal's motion at Monday's committee meeting. page 5
