8 - Orono Weekly Times 1937 - 2012 · Celebrating 75 Years Wednesday, April 4, 2012 Historical Society honours Ron Locke with life membership by: Myno Van Dyke On Feb. 13th, 2012, Ron Locke officially became a "Life Member" of the Newcastle Village and District Historical Society (NVDHS). Ron joined NVDHS in 1982 and by 1984, he was Pesident of the Society. That year, he was involved in the project to officially reprint Professor Squair's book The Townships of Darlington and Clarke, which became a a very successful fundraiser for NVDHS. A few years later, as President, he was also instrumental in having the Massey Historical Plaque placed on the JASCO property. Ron served as President twice and consistently continued to be active on the Board of Directors holding a number of positions. He was Editor of the NVDHS newsletter for many years and at the same time was the society's Membership Director a position he still holds today. More recently, Ron was in charge of editing the 32 sixteen-millimeter films that were donated to the Society by Jack Gordon. Ron was instrumental in converting the films to a digital format so that they could be edited and utilized in many different ways. Recently Ron edited the short NVDHS documentary "We Made Our Own Fun" and is presently working on another short documentary on the JASCO factory. Ron can almost always be found sitting at the computer in the Historical Room on Tuesday and Saturday mornings. Ron is known for his tremendous knowledge of the area. His friendly and demeanor and positive outlook on life has been an inspiration to everyone. FILL Continued from pg 7 In his letter to the municipality dated March 23, Kanter wrote that representatives of his client contacted Clarington staff prior to his purchase of the Regional Road 20 site, to ask if they required a permit to dump clean fill on the site. Kanter claims that municipal staff informed his client that he did not need a permit in order to dump fill at the Regional Road 20 site, so they purchased the property. This is a claim staff are denying. Leslie Benson, Manager of Traffic for the Municipality's Operations Department stated in a telephone interview with the Orono Times last week, "We are denying they were told they did not need a permit." In early February, the municipality issued a cease work order at the 3061 Regional Road 20, fill site (just west of Mosport) as Rondeau had no permit. In his delegation to council Kanter said it was unfair to charge his client the fees passed under the new bylaw. "I think it is generally a bad idea to change laws retroactively and respect the rights of those who have a previous application," Kanter stated. According to Benson, Rondeau submitted an application for a Site Alteration Permit early in February for 875,000 cubic metres of fill. CCCW; Beth Meszaros and Donna Middleton appeared before Clarington's committee meeting on Monday of this week thanking councillors for "Standing strong and together as a whole for our community." There were many aspects of the new Site Alternation By-law which CCCWS are particularly pleased with, including the restriction of fill coming into Clarington, the cost of the permit is now in line with other jurisdictions, and the 90 day expiry date. The group applauds the municipality for all the sections of the by-law which deal with the financial obligations of fill operations, and puts the financial burden on the operators, removing cost from the property tax payers. "As citizens of Clarington we are custodians of this part of our world,"Meszaros stated at the end of her delegation, ending with the comment, "We need to continue to educate ourselves, be vigilant and hold those who are not looking out for the good of our earth accountable.
