"This is about whether people want to directly elect a person who has a significant role in a government that impacts their lives," said Whitby Councillor Don Mitchell. Durham's northern councillors, on the other hand, have raised concerns that an elected chair would isolate municipalities like Scugog, Uxbridge and Brock by focusing their campaign and, subsequently, their allegiances, in the vote-rich communities along the Lake Ontario shoreline that boast the majority of the Region's population. Concerns have also been raised over the cost to campaign, estimated in the hundreds of thousands of dollars, putting it well out of the reach of the average resident and raising the spectre of candidates with corporate agendas not acting in the best interest of Durham residents, entering into a position the powers of which have not yet been estab- lished. Several councillors also expressed the fear of Durham becoming a city, following in the footsteps of other former Regions, such as Hamilton and Ottawa-Carleton, that went the direct-election route. At the April 4 meeting, Scugog Mayor Chuck Mercier questioned whether enough information had been provided on the potential effects of an elected Chair to the structure and procedure currently utilized by the Region. "It's important to know what we're getting into," said Mayor Mercier. "When people say `cost is not important,' `it's not about power' ­ I think it is important. If the model (of Regional council) will stay the same, let's put it in writing. What would the position look like? Would they have more authority? We need to know. We look at known questions in works projects ­ why not here?" Oshawa Regional Councillor Bob Chapman offered a cautious outlook on the unknown answers. "It's human nature to fear change," said the councillor. "But we have control over a lot of things. Will the hair have bigger staff or more power? It's under our procedural by-law and there's nothing in there that says he gets a new staff and more money ­ we decide that." Following the meeting that day, Chair Anderson told The Standard that he was "surprised it took that long for council to decide. "It's not a decision that wasn't expected," he said. "The interesting thing is that a lot of these councillors have the same concerns as the north, such as the cost. The referendum question expressed an opinion and although it didn't answer all the questions, it did answer one. Council wants to go forward and that's what's hap- pened." As for whether he would run for office should his current position become one elected by Durham residents, Chair Anderson offered "to campaign for the position, you'd have to raise a lot of money. I know I can do that."
