Bowmanville Rotarians Salute Secretaries During Meeting In recognition of Secretaries Week, Bowmanville Rotarians were encouraged to bring their secretaries to the regular meeting of the club last Thursday at the Flying Dutchman Motor Inn. Guest speaker Vic Steele brought his secretary to the meeting and so did many other Rotarians. Letter to the Editor May 1,1983 140 Ontario St. Bowmanville Dear John; I thought I had better write a few lines to you in ref to all the news of the last week in regards to our Council and their activity. First of all, the administrator administrator has resigned and most of the Council are now saying what a wonderful job that he has done for the town and I would hope so for the money it has cost the taxpayers (salary alone in excess of $40,000 plus). I must say that personally, personally, I have no fault with Mr. Smith, but the position is where I have difficulty coping with. You probably don't agree with the last statement but when a group of people asked for his resignation I went to him myself and told him my feelings and that is more than I can say for a lot of others. The fault of the position position is that Council had given more authority to that job than they had themselves. Now, you hear council members saying what a wonderful job he did but do they really believe this or is it a matter of face saving? To back this up, I have a letter in my possession (confidential) (confidential) from Mr.,Smith to the Mayor which states in part that he has enjoyed working for the town and as his contract contract is finished in August, he would like to know where he stood. Now, to back this up I went to the Clerk's office to check the minutes of the so called council council meeting as it is my understanding understanding of the Municipal Act that any council meeting must have a clerk and minutes (Informal meetings there are nor motions or minutes, they are only held to pick your ideas for somebody else to use). On the day I went to the clerk's office to look at the minutes, I was told that there were no minutes and no meeting. meeting. This seemed odd that the Mayor would lead me astray so I went asking a few questions questions and this is what I came up with. A meeting was held in Court room two on March 31 with the mayor in the chair and all members of council were present. present. A motion was made to rehire Mr. Smith for a two year term and it was_duly seconded and a vote was taken and the result was a tie vote and thé mayor was now put in the position of breaking the tie and he voted to give Mr. Smith a two year term renewal not a three year term as he had requested. Now, you hear members saying that they were in favour of a longer term but at no time did any person propose it so I guess I would say case closed. If you can come up with those minutes, John, I sure would like to have a look at them but as I was told there was a meeting but no clerk and no minutes (Minister of Municipal Municipal Affairs please copy). Now I see where the region have voted for a 5 percent wage increase for themselves which brings me back to the first of the year when I heard one of our reps, say something like "she didn't want any more money as she is embarrassed embarrassed now when people ask her how much she makes". Another two made the statement statement that they were not in it for the money and then vote for an increase then voted it out then as I understand voted for it again and look out the same thing will happen here. At the last council meeting which I attended, there was a recommendation to make a policy for people going on retirement and as I read it over, it states that if you have up to 10 years service then you receive a piece of paper telling you what a fine job you have done and if you have over 11 years you get $50.00 (nothing for 10 years 6 month) and as I read it if you are over 20 years you get $100 plus a party at the taxpayer's expense for up to $250.00 (I believe that was for top staff only). My point in this is that the taxpayers are already already paying for the retirement retirement of employees and this should be enough but why do we need any policy as I understand understand that a Cheque for $100 has already been paid out for 7 or 8 years of service but as I can not find anything in the minutes to verify this and the authority for same. Maybe the mayor when he eventually answers my letter, will advise me. Well, I must close for now as I have probably ruffled a few feathers by now but in closing I must ask again if anybody can come up with the minutes of the meeting of March 31, 1983 I would like to have g copy. Incidentally, Mr. Smith's reply to the mayor telling them what they could do with their job was dated April 21, 1983 (not marked confidential). She will spend the next four months studying in Ottawa. The training session is a provision included in the federally sponsored scholarship scholarship which will ultimately lead her to a masters degree in library science. The. money which was awarded to the 22-year-old Bowmanville girl is sponsored by the National Sciences and Engineering Research Council of Canada. Following the Ottawa study session she will return to the University of Toronto and the completion of a second year toward her MA. The scholarship scholarship under which she will be studying during the current year will indeed eliminate the financial pressures involved in pursuing an extended education. education. She hopes also to achieve her masters degree in biology within the next two years before investigating investigating the opportunities in the workplace. Considering the goals Cynthia has set and the studying studying involved to achieve them, one wonders if the dedicated student finds time for interests interests outside the perimeter of education. OBITUARY MARY ELLEN ARMISTEAD Born and educated in England, England, Mary Ellen Armistead, aged 88, passed away peacefully peacefully in her sleep, at Marn- wood Nursing Home, Bowmanville, Bowmanville, on Friday, April 15th, 1983. Daughter of Mr. and Mrs. James T. Jones, she was married to the late ; Frank Reginald Toogood, on June 5th, 1918, and to the laté David William Armistead, on December 27 th, 1944. A resident of Toronto for 25 years, she had resided for the past 39 years in Bowmanville. She was a member of St. Paul's United Church and a member of various church organizations. Surviving are a son Douglas F. Toogood, daughter-in-law Eunice and five grandchildren Geoffrey, Christopher, Brian, Charles and Elizabeth. The Reverend N. E. Schamerhorn, B. A., M. Div., officiated at the funeral service service held at the Northcutt Elliott Funeral Home on Saturday. Funeral hymns were sung by Brian and Karen Anne Toogood. Pallbearers were grandsons Geoffrey, Christopher, Brian, Charles and Hugh Willis, grandson-in-law. Interment Bowmanville Cemetery.
