The intent of this new program is to bring a new group of qualified qualified producers into the industry. industry. The Ontario Ministry of Agriculture & Food will rebate interest charges for five years on loans from approved lenders. The rebate will be a maximum of five percentage points based on the current Farm Credit Corporation rate, but will not lower the effective rate below eight per cent. Effective Dates Beginning farmers may enter the program during a five-year period beginning May 10,1983. Rebates apply to eligible loans covering transactions transactions finalized on or after that date. The applicant's effective effective date of entry into farming farming is the date the transactions are finalized. Eligibility Criteria To be eligible for BFAP, a farmer must be elibible for a loan from an approved lending, institution. 1. Beginning Farmers - Beginning Beginning farmers are those who have never owned a viable farm, or have never spent a majority of their time or earned earned a majority of their income from farming assets over which they have had control. 2. Bona Fide Farmer Status - BFAP applicants must be willing willing to earn the majority of their income and spend the majority of their time farming assets they control. 3. Loans Eligible for Rebate - Rebates apply only to eligible loans used to establish viable farms in Ontario. Rebates apply to the portions of loans used to purchase land, fixed improvements, breeding stock, quota and machinery, or to make permanent farm improvements in Ontario. Improvements Improvements would include barns, erosion control, tile drainage, etc. 4. Individual Loans- Enrollment Enrollment must be in the name of the borrower or spouse or both. Borrowers, spouses and children under 18 are considered considered one entity. 5. Rebateson Joint Loans- Only individuals may apply under BFAP. In the case of registered partnerships, cooperatives cooperatives and farm corporations, corporations, applications must be made by qualified individuals. However, individuals may designate designate a corporate entity to receive the rebate. 6. Net Worth-Applicants with a net worth of less thant $100,000 qualify for the rebate on loans of up to $350,000. Applicants with a net worth over $200,000, as calculated by the lender, are not eligible for a rebate. The amount of the maximum loan eligible for rebate is reduced reduced by $3.50 for each $1.00 of net worth in excess of $100,000., 7. Residence Requirements -' Applicants must be Canadian citizens or permanent residents residents of Canada and must have been resident in Ontario for at least five years. 8. Agricultural Education or Experience - Beginning farmers farmers should have an agricultural agricultural education or agricultural experience sufficient to demonstrate competence as farm managers. APPROVED LENDERS Financial institutions participating participating in BFAP include the Farm Credit Corporation, banks and credit unions. 1. BFAP with the FCC - Loans made through the FCC will be subject to the conditions and terms of FCC loans, at the current FCC interest rate. 2. BFAP with Other Financial Institutions - Interest rates on loans made through a bank or credit union will be negotiable negotiable between the borrower and the lender. The rebate will be calculated on the difference between the FCC rate at the time the loan is made and eight per cent, for a maximum of five percentage points, Loans must be made at a fixed rate for a period of five years.
