IMPLICATIONS FOR AGRICULTURE The big news for farmers in the budget is the $500,000 tax- free, lifetime capital gain proposal. proposal. For individuals this will be phased in over a five year period. For owners of qualifying qualifying farm property the full exemption is available for 1985 onwards. This will be a significant significant tax savings for farmers retiring or for farm operations in financial difficulty, which must sell some, real estate. Over the long term, investment investment should flow towards real property, stocks, etc. and may put long-term pressure on land prices to rise. As the legislation legislation is proposed, the capital gain exemption is available only to individuals, so land held by farm corporations could not be sold with the exemption. However, shares in farm corporations and partnership partnership interest would qualify. The special $120,000 farm R.R.S.P. purchases introduced introduced in 1984 will be repealed for sales after May 23, 1985. The special $200,000 rollover for the transfer of shares of a . small business corporation by a taxpayer to a child will be repealed in 1988, the year in which the lifetime exemption limit reaches an equivalent amount. The Small Business Bonds Program, due to expire at the end of 1985 will be extended to the end of 1987. A Surtax on individuals of five per cent on the basic federal tax will apply between $6,000 and $15,000 and 10 per cent over $15,000 for the period July 1, 1985 to December 31, 1986. A 2 per cent liter fuel tax increase will be applied on Septembr 1985, and it will not be refundable for business purposes. The federal sales tax will be increased one per cent. Taxes on alcoholic beverages beverages are increased two per cent immediately and future excise tax increases will be indexed to changes in the Consumer Consumer Price Index. Tobacco product taxes increase by 25 cents for a large pack of cigarettes. This could have a detrimental effect on tobacco growers this year. The tri-partite stabilization program is again mentioned in the notes to the bucket, but no indication as to timing or level of support. Mrs. Bud McNair attended Nicole McNair's dance Recital Recital on Friday evening at East- dale Collegiate in Oshawa. APPLE STABILIZATION PAYMENTS ANNOUNCED Growers enrolled in an Ontario apple income stabilization stabilization program will receive up to $849,500 in payments for the 1983 crop year. The Ontario cabinet has approved a recommendation from the Ontario Farm Income Stabilization Commission Commission that will allow the 241 farmers in the program to receive a payment of .449 cent per pound of apple. The choir sang a most appropriate number under the direction of their leader and organist Mrs. Ulah Chambers. Pastor Joe chose as his Scriptural Scriptural Lesson Luke 15:11-31. We sang beautiful hymns through out the service. Mr. Lafave's message was based on "The Responsible Parent".
