i The Week in Review, Opposition to Proposed Motorcycle Race The Canadian Statesman, Bowmanville, Wednesday, July 29,1992 13 St. John Crews Demonstrate Water Safety by Laura J. Richards A temporary rczoning application to allow three to four Lakcshore Dirt Bike Association events to take place per year for three years has met with resistance from the Town of Newcastle Newcastle mayor. The rezoning application by Marvin Marvin Stapleton would affect property on his father's and uncle's farm along Stapleton Road, Ncwtonvillc. Mr. Stapleton is proposing a motorcycle motorcycle racing track within the northern northern portion of the family farm next to the Clarke Summit Swamp. The swamp has been identified as an "Area of Natural and Scientific Interest Interest (Life Science)" by the Ministry of Natural Resources, states a report from the town's Planning Department staff. "A Life Science ANSI identifies an area which possesses a distinct natural environment," says the report. "This natural feature is shallow and poorly drained and supports a thicket swamp arid wet meadow which possess regionally uncommon species. , "Generally, the vegetation is mixed woods forest, hardwood forest and white cedar forest. Within the forest some provincially rare plant species have been found. In addition, this wetland wetland slowly releases water throughout the drier months into Graham Creek." The town has only received one letter of objection from a neighbor who stated "that the noise created from this use is very disturbing" and that it 'spooks' their cattle. They are also concerned about damage to the environment from garbage generated Skits Conclude Vacation Bible School H The Vacation Bible School classes held at Waverley Public School last week were wrapped up with a half-hour song and skit program for parents on Friday night at the Seventh Day Adventist Church. Students, like these above, displayed their skills in memory work and performed skits having to do with a creation theme. About 90 children from ages five to 12 participated in the week-long activities. activities. from the consumption of food and beverages. The neighbor suggests that Mos- port Park be used for these races instead instead of the pasture land. During a public meeting held at the town hall on this rezoning application, two neighbors to the Stapleton property property told the General Purpose and Administration Administration Committee that they did not have any objections to the proposal. proposal. However, Sam Cureatz rose from the crowd in the council chamber to ask that staff investigate the requested rezoning. Mr. Cureatz spoke on behalf of Mr. and Mrs. James Hale. "I want to assure you that what is required for one would be required of others," Mayor Diane Hamre told Mr. Cureatz. Bowmanville resident Evylin Stroud told committee members that in view of the environmentally sensitive sensitive area close to the land in question, the rezoning should not happen. The first person to speak in support of the temporary rezoning was Calh- ryn Holden. She wanted committee members to be aware that the Lakcshore Dirt Bikers' Bikers' Association is, indeed, a family- oriented group and a safety-conscious organization too. She said there are always first aid trained individuals at events and that a cellular phone is kept in case of emergencies. emergencies. Maurice O'Neill, a neighbor to the east of the farm, told committee members members he had no complaints regarding the events proposed. "Regarding the environment, I can't see any harm being done," Mr. O'Neill said. The cattle are being let back into the pasture soon after the event has taken place. "It is nice to see families come to enjoy the afternoon together," he said. John MacMillan, a member of the association, said the group tries to move the races to different sites so that one person doesn't spend all the time setting up the events. There are usually 14 events per the season. They run between April to October October each year. The number of events held at one site is up to the owner of the site, Mr. MacMillan stated. Members pay $40 per season and $5 per race per racer to cover the insurance insurance and other costs. Safety checks are done on all the vehicles prior to events and riders wear appropriate safety gear. Approximately 120 riders go to each event and each event usually has 100 spectators. Paul Dundas, another member of the association, spoke about the noise level (measured in decibels) usually associated with a dirt bike event. "A car going by a house on the highway usually has 76 decibel level," Mr. Dundas said. "Our bikes do no more than 115 decibels. Chainsaws and dirt bikes run at about the same level," he pointed out. However, it is the amount of noise generated by a number of dirt bikes and the amount of traffic on the road which Town of Newcastle Mayor Diane Hamre has a problem with./ And she told Mr. Stapleton how she felt about his application. "I've known you and your family for a long time, but right now .when we are fighting a possible landfill site with traffic as an issue, this is a conflict conflict with what we want to accomplish," accomplish," she said. "This will undermine our whole argument argument with Laidlaw and the IWA," she explained. However, Mr. Stapleton told Mayor Mayor Hamre there would be no more than four events held at their property per season. He promised that there would be no more than that number of events. "You have my word on it," he said. He also said there would not be any races in June or July of- each season. season. To further his argument, he said the more sites there are for the Lake- shore Dirt Bikers Association, the fewer times there would be events in , his family's pasture. "If we increase the number of sites within the association, the less work . one person has to do," he said. Mr. Stapleton told the committee members he is willing and able to meet the criteria set out by the Ministry Ministry of Agriculture and Foods in a letter sent to him regarding the pasture. The conditions the ministry set out are: that the pasture is to be used as a temporary location; that no buildings are to be erected; and that gravel and asphalt would not be put down. The committee sent the application back to the Town of Newcastle Planning Planning Department for review. •/ 4 J Volunteers with Newcastle St. John Ambulance team attended a: 2 water-safety training session on Sunday July 18th.
