Following a prolonged slump, activity in housing markets markets is finally showing signs of recovery in the first quarter of this year, said Royal Bank economist Carlos Leitao. Short-term interest rates have come down sharply from the highs of one year ago, full-time employment is up substantially and consumer confidence is improving. Finally, real per capita disposable incomes likely likely bottomed out late last year and should increase modestly in 1996-97. "The ups and downs in affordability in the past two years have reflected primarily changes in interest rates," Leitap said. "This year, affordability affordability will likely improve further further as mortgage costs will come down a bit more - or, at worst, remain flat - and house prices remain stable." The largest improvement in affordability has taken place in Vancouver. Because Vancouver's house prices are far higher than Toronto's or Montreal's, affordability there is the most responsive to changes in interest rates, Leitao said. Despite the recent improvement, however, housing housing in Vancouver remains significantly significantly less affordable than in the mid-1980s. Housing prices The prices of typical starter homes in all three metropolitan areas continued to slide through 1995 and ended the year at lower levels than they started, with -the most pronounced decline in Montreal. In Toronto, house prices stabilized stabilized in the fourth quarter of 1995 at $198,000 and preliminary preliminary data for the first quarter of 1996 points to a modest increase. In Vancouver, prices should continue to soften but a dramatic decline is not expected. expected.
