Page 2 The Canadian Statesman. Bowmanville, August 20. 1997 New Ice Pad Planned (or Rec Complex From page I architects recommend that the road entrance be moved to Regional Road 57 (Waverley Road) with one-way access to .the site on Hwy 2 and alternative alternative access along Uptown Avc to the west. A parking area for up to 170 vehicles would be built at the front, where there is now a berm. The area would also accommodate a bus drop-off and "ring road" to better manage manage traffic to the arena. The pedestrian entrance to main lobby would be positioned positioned at the southwest, where a walkway currently runs up from the sidewalk. Inside this main lobby would be a sports shop and concession concession stand serving both pads. There would also be ample ticket-taking areas where fans or anyone registering for recreation programs could line up inside in case of bad weather. The changes to the front will take advantage of the somewhat-hidden architectural architectural strengths of the building, including curved exterior wall and modern color scheme. "This will give it quite a prominence tô the travelling public," Bryan predicts. "It will also provide a more urban presence than we have now." Also included in the preliminary preliminary designs were features features requested by user groups. For instance, there is a proper music room, storage areas, improved ambulance access, secured referee rooms and meeting rooms where coaches and skaters can view training videos. Community Services Director Joe Caruana admits alterations to the plans will be necessary for the project to come in within budget. "Hopefully by September 22 we will have the design we intend to go to tender with," he told councillors. Councillor Larry Hannah, who acted as liaison with.the Building Committee, was confident savings could be found, perhaps by phasing in the some of the site works -- - including the ring road --' which represent up to $500,000 worth of the overall cost. Hannah harks back to earliest earliest plans for the Courticc Complex due to open in September. "When the plans for that first came in, it was $7.5 million and we brought it down to $6.2 million, and it's a beautiful building. l"m confident we'll be able to come in on budget again," lie said. Follow-up meetings with user groups are expected as architects prepare detailed drawings. In accordance with previous previous practice, the town will pre-qualify potential bidders for this project in order to eliminate the possibility of a low bidder being awarded the contract when they may not be qualified to do the job. A formal call for tenders is expected to go .out in-early October,- with the tender to be awarded later that month.
