Richards Staff Writer Durham Regional Council doesn't want the provincial provincial government to download social housing programs to the municipalities, where property taxpayers will be footing the bill. Social housing is rental housing financed by senior levels of government to assist low and moderate income households, including families, seniors, singles, and individuals with disabilities. Their needs arc not being addressed by the private sector, states a report filed with Regional Council in June of 1997. The downloading or "devolution" of social housing will mean that municipalities will fund all social housing and administer and operate the housing programs. A recommendation from the joint Finance, and Administration and Health and Social Services Committees stales this move is inappropriate. The Council is opposed to municipalities taking on administrative responsibilities of social housing "as the downloading does not include a significant policy role which would provide accountability for the funding from the local property tax revenue base." In addition, the Regional Council says it docs not agree with pooling social housing costs throughout the GTA and objects to paying provincial administration costs as suggested by the Services Improvement Act without a regional control or audit. The Region wants "clear and accurate financial and related statistical information to allow open and informed discussions by all involved parties, including the municipal sector," states the recommendation. Ajax Mayor Steve Parrish said the devolution "will put tremendous cost onto the taxpayer' plus there is no accountability." Oshawa regional councillor John Gray says he's worried worried that the downloading will negatively impact the Durham Region's secure credit rating. "The Region has been very responsible over the past 23 years. Our credit rating will be downgraded," Councillor Gray predicted. Charge Laid in Child's Death An Oshawa man has been charged with manslaughter in the death of a Courtice toddler. Two-year-old Zachery Underwood was found on Saturday, October 4th, at his Kintyrc Street home in Courtice by ambulance personnel personnel responding to a 911 call. The boy was non- responsive and rushed to Oshawa General Hospital and later transferred to Sick Children's Hospital in Toronto, where he succumbed succumbed to his injuries on Monday. An autopsy performed the next day listed the cause of death as brain swelling caused by massive trauma to the head. On Wednesday, Durham Regional Police arrested the boyfriend of the child's mother. Police said he was looking after the boy while the child's mother left for about 40 minutes to go to the store. Charged with manslaughter manslaughter is Craig Schneider, age 30. The suspect had told police the boy was injured by accident, telling investiga tors he was carrying the child and tripped on a toy and fell on top of him. "We feel the injuries were more consistent with shaken baby syndrome," said Sergeant Jim Grimlcy. Schneider, a correctional officer at a jail, appeared in Oshawa court on Thursday morning and was released on $25,000 bail. His next court date will be October 29.
