According to one of Mr . Jonès consultants, the first new residents would move into the area in 1979 or 1980. Final ' completion of the new town would come after the turn oi , the century, if the plan is approved as it is now set down. There would be 16 neighbourhoods neighbourhoods in the new town, each with a green area at the centre containing a park, day care centres and in most cases, a school of some sort. General consensus among the speakers was that this was insufficient to really divide the new town from Oshawa. However, Newcastle planner George Howden explained that since most of Court ice's hard services such as water would be coming in from the existing Oshawa system, to widen the green belt would only increase the amount of connecting trunk lines needed, needed, thus increasing the cost oi construction. There would be no real added benefit to the town, he contends. Mayor Rickard noted that if Oshawa had been able to annex the 10 westerly lots of Darlington Twp., the talk would have been about putting putting 75,000 people in the Court ice area and, probably, a new Oshawa airport. Some saw the density of the Concept Plan as another problem. Right now Courtice exists as a 2,000 person village with houses strung out along the major roads. The Concept would fill in the Courtice area with an average density of 23 people per acre. Around the town centre the density would run as high as 150 per acre, but this would be in low rise apartment complexes. complexes.
