2--Orono Weekly Times, Wednesday, May 30th, 1975 0 r o n o weekly times BATTLES ARE WON IN THE TRENCHES Apparently Councillor Lyall has yet to learn that most battles are won by the foot soldiers in the trenches or at least their efforts do reflect the outcome of negotiations. Last week we were informed that K. Lyall had resigned from the Community Services Committee of the Town of Newcastle. On asking Mr. Lyall he did not refute the statement but rather outlined his work load with the region and the municipality. Earlier this year Counc. Lyall resigned from the Planning Advisory Committee and also requested that he be relieved of the chairmanship of the Committee of the Whole: In the latter case he was refused his request and he still holds this position. He is not however now a member of the Planning Advisory Committee and as we understand is not now a member of the Community Services Committee. Councillor Lyall is not being a responsible Councillor through his resignations nor is he carrying his fair share of the work load of Council. Whether or not his phone rings constantly makes no matter his voice must be heard in committee as well as in Council. Like the foot soldier in the trenches councillors do the major portion of their work in committees where information is provided on the individual matters and recommendations to Council formulated. If Counc. Lyall, as he states, is opposed to many of the principles of planning the best place to do battle and initiate change is at the committee level. This would also be true to those items related to the Community Services Committee. To disassociate himself from these committees is not being responsible and his effectiveness on Council will only diminish. A cat may be fat but it must above all be responsible. WHAT NOW MR. DAVIS Ontario Hydro has submitted a proposed rate increase for municipal utilities in the amount of 29.7 percent for 1976 which in effect will increase the average residential users charges by $3.00 to $4.00 a month. Even with this increase hydro anticipates a loss of $86 million on their operation in 1976. . 1 ; Premier Davis of recent weeks has made much-to-do over impending increased charges for oil and gasoline and notes that any increase in these forms of energy would have an adverse effect on the economy of the province of Ontario. If it is true for oil and gas it would also be true of any increase for hydro power. It is interesting to note that over the past year the province has restructured the hydro system in Ontario and now shun some of the responsibility as hydro is now within its own house. Hydro has been buffeted with increasing costs as has every other operation. The government must ensure that hydro does not exceed its cause nor that hydro is forced to add additional costs through pressures from minority groups. During the Solandt Commission hearings in this area various factions within the community from Port Hope to Bowmanville were recommending that the hydro line be moved farther north at even any cost and some would have hydro increase the cost of these lines up to 60 million, just to get it out of their area. Repeat this a number of times over the proposed line from Lennox to Oshawa and the increased cost could become exorbitant. Such additional costs do reflect in the final cost to the user and certainly we need no addition to a 30 percent increase, The word is expected from Wm. Davis, Premier of Ontario. Ian Tyson to sing a t Mos port f est i va I The first of two summer music festivals is planned for Mosport Park July 5, it was announced today by Harvey Hudes, President and General Manager, of Mosport Park Ltd. The initial program entitled "Mosport Country Moon Festival" Festival" will incude folk, blue- grass and country and western western personalities featuring Toronto's Ian Tyson, The Good Brothers and Lynda Brown. Performances by other other artists are presently being negotiated and announcements announcements are due to follow. "The festivals will be much the same as the Mariposa Folk Festival," explained Hudes, "and our intention is to feature Canadian talent in a relaxed, outdoor atmospher. "We do not plan to restrict subsequent festivals to one specific type of music. They will contain a mixture of country, western, blues, jazz, bluegra'ss ànd folk entertainers, entertainers, whom we feel will appeal to a broad audience, satisfying satisfying various tastes, all within one festival." Emceeing this first ever outdoor concert will be CHUM FM personality Larry Wilson. A portable stage will be erected on the track surface in front of the main grandstand, grandstand, which has 5,000 seats and Hudes pointed out that a limited number of tickets will be available for each festival. Starting time for the concerts concerts has not been finalized, however, they are planned for the early evening going through through until approximately 11:30 p.m. Hudes pointed out that while camping is not being encouraged, consideration will be given to individuals travelling great distances to this event. Letter to the Editor Dear Sir: Comment was made in the press last week concerning ray action in stepping down from membership in the Town of Newcastle Community Services Services Committee. According to the press, Councillor Kirkstone Entwisle attending a recent meeting, stated "Councillor Lyall abdicated abdicated from the Planning Advisory Committee and now he wants to abdicate his position on the Community Services Committee." Fair play gives me the right to answer to Councillor Ent- wisle's charges. True, I did step down from the Town of Newcastle Planning Planning Advisory Board that is chaired by Councillor Entwisle. Entwisle. My reason for this action was that I finally came to the conclusion that there was just no way that I was going to continue to waste my time in the Newcastle Town planning process where petty officials and red tape paper tigers abound. In the event that anyone doubts the above statement ask any person who has gone through the Wringer at Hampton Hampton and hear what they have to say about the Town's total process of planning, zoning and the seeking of building permits. : With reference to my leaving leaving the Newcastle Community Services Committee. . To a degree, this action was due to my unhappiness in the manner in which the Community Community Services Committee is handling the Darlington Arena Arena and our community hall situations as well as other important factors. Mainly, I split because I am carrying too heavy a work load in many public duties. As a Regional Councillor I have my responsibilities at Regional headquarters. At this level l am a member of the Regional Social Services Services Committee. My other Regional work includes my activities as a committeeman on the Regional Board of Health and the Family and Children's Services - Children's Children's Aid I also sit on two sub-committees of the latter groups. On the Newcastle level, I sit as a Newcastle Town Councillor Councillor where I am Chairman of the Committee of the Whole Council. I am also a member of Newcastle's Public Works Committee and a member of the Town Finance Committee. To all these activities must be added the work of looking after the requests-reasonable requests-of the electorate. All in all the work load is very heavy-what does Mr. Entwisle Entwisle want, blood?
