Wednesday's approval merely means the program can be presented to the OMB so that the board can set quotas for the regional public works projects. In order for any portion of the program to be affected, individual processing through the Ontario Municipal Board would be required for each project. FINAL SAY Coun. Dewar stressed throughout the debate that the final authority on eàch of the projects included in the program program still rests with the area municipalities. The cpseussion stalled for a short time when it centred on projects slated for Newcastle, a sore point since last week when the region's planning and development committee recommended removal of all projects slated for that muni cipality from the program. That committee wanted me works department to wait until planning decisions were made that would ultimately determine the location of any water or sewage treatment plant in Newcastle. The works department has argued all along that eventually eventually the town will need financing for a plant "somewhere "somewhere in Newcastle" and it was seeking only OMB global approval for the project at this time. Garnet Rickard, mayor of Newcastle and a member of the regional public works committee, was successful successful in convincing council to look a the Newcastle projects in that light. "I agree," Mayor Rickard said, "we can debate where a plant is going to be located at a later point in time but until we address ourselves to that problem let's at least get the project approved." He said a sewage treatment plant is needed "somewhere ih Bowmanville and we need the money to build it. "Once we have the approval of the province then we can look at where we might build it," Coun. On Tuesday, June 10th at 8 p.m. the meeting will discuss the Solandt Commission findings findings re the transmission lines from Lennox to Oshawa. Dr. Solandt has made his report to the government and they must make the final decision as to the location of the line. The pumic is invited to max further submissions to the government. The meeting scheduled for Thursday, June 12th will discuss the pipeline that is to cross this area - Interprovincial Interprovincial Pipeline Company has received the certificate from the National Energy Board to proceed with the installation of the line through this area with construction to start this fall. Agents are now in the area seeking agreements from property owners for a sixty foot easement through their property. Matters that should be contained in this agreement will be discussed at this meeting. Farmers in the Region of Durham and the former Township of Hope that are likely to be directly affected by either of these utilities are invited to attend.
