They are worth of consideration but also require clarification in the light of present government government policy. 1. Restoration of true local autonomy in government. People who live in and create the life style of the area would be given the opportunity at first hand, to participate in decisions. FACT : The development of regional government and restructured restructured counties with expanded expanded economic bases, provide provide a greater degree of local autonomy. At the present time, small municipalities, with limited sources of tax revenue, are to a major degree, financed by the provincial provincial government. There are those who sày, for example, that more revenue goes out of the municipality, i.e. Northumberland County, than is received in the form of grants. Such figures can, in no way, be justified. While much tax revenue from the area in the form of sales tax, gasoline tax, income tax and other general forms of tax does leave the area, the comparison comparison with the revenue from other sources coming in to benefit the area is very limited. 2. More unconditional grants be made available to muni- cipalties and to boards of education so that decisions will be on a local basis and will reflect the wants of the local people. FACT: With the developmént of regional government and restructured counties, unconditional unconditional grants to municipalities municipalities have been greatly expanded. expanded. Where the major revenue of a municipality is based on grants from the senior levels of government, the province has a responsibility to the taxpayers of the province as a whole to ensure that the money is used for needed services. Experience has shown that grants without some control have resulted in the past in some municipalities municipalities having to be taken over by the province because of their financial embarrassment. 3. Provision of more technical technical assistance in planning from the provincial government government to municipalities so that areas can develop their own plans and not be dictated to by Queen's Park. FACT:The government has taken several steps to provide the necessary financial and technical asSitance to local governments. The Neighbourhood Neighbourhood Improvement Program, for example, aids municipalities municipalities in carrying out improvement improvement programs such as parks roads, etc. Experts are at hand for consultation in all areas such as urban Renewal, Agricultural issues, financial matters arid so on.
