October 1st i «75 r" ---- --^ an editorial U - A A WASTE OF TAXPAYER'S MONEY A week ago Monday the Regional Planning* Department held a public meeting in Bowmanville outlining the region's approach for implementation of the official plan as well as outlining numerous development plans for the CoUrtice, Bowmanville and Newcastle Village areas. The approach by the Region and its presentation is the best thing that has happened to planning in this area. At the meeting they presented a number of alternatives for each of the three areas and will by December of this year make their final choice of the alternatives to present to the public. It would appear that the Region has the scheme well in hand and if they meet their schedule the point will be so proven. An interesting point now arises since the Town of Newcastle has also filed reports compiled by Murray Jones both for the Courtice and Bowmanville areas. These reports were noted by the Region and are to be considered among the alternatives. It is now evident that duplication does exist between the municipal level of planning and that of the Region and well over $100,000 has been practically wasted by the Town in the preparation of the Murray Jones reports. The Region is in the position to do the same work which it has done. It matters little that the costs are borne by the Province for its' funds also come out of the pocket of the taxpayers. It does appear that the Region has come forth with more practical plans of development for the Courtice area both in the use of land and on economics. They also point out, and rather emphatically so, that Courtice must be part of a Whitby, Oshawa, Courtice complex. This latter point is most reasonable and basic even though it will arose denouncement by local politicians. It cannot help but be a costly proposal to try to have Courtice retain a separate identity. It's time to cut out duplication in the planning process and the waste of time and money. It's time to recognize that, the Durham Act was right in turning planning over to the Region where most of the authority should be vested. The Municipal level of planning is outdated and the cry that local autonomy would be lost at the Regional level is only crowd pleasing. THE PICKERING DEBACLE The matter whether Stephen Lewis and the NDP affected the Ontario Conservatives government to pull the plug on the Pickering airport is of no real consequence. It is however a . matter of concern when the Provincial government gives approval, waits through two individual hearings, with no indication of change of mind and allows 100 million dollars to be spent only to then say they don't want the airport. William Davis and his supporters would surely now have a hard time to expound on the leadership qualities of the Conservative government let alone the spending of $100 million by the federal government which can be brushed aside by what would appear as a lack lustre government. It is no wonder the general public is losing faith in governments and in politicians. The POP people have made much over their recent success pointing out that individuals can fight governments successfully. This however would not be the case if the government had the courage of its convictions or if it based its decisions on sound policy and fact. It now appears that the silent majority are somewhat aroused over the decision to cancel the airport. Mayor Potticary of Oshawa is wanting a meeting of Municipal Mayors and Walter Beath sees the airport complex revived sometime in the future. Right or wrong the decision to have or not to have should have been made some time ago after millions of dollars had been spent. What we need is sound leadership, positive decisions and competent government. Battle shaping up in Newcastle Village A battle is shaping up in Newcastle Village over the question of paving the east side lawn at the Newcastle Community Hall property at the four corners. Councillor Ken Lyall of the Newcastle Town Council gave a stop work order to Brenton Rickard of the Hall Board as Councillor Lyall was of the opinion that the Community Hall Board did not have the -authority to pave the lawn.
